The City of Cleveland, Department of Economic Development is seeking an experienced and dynamic individual to fill the role of Deputy Director of Neighborhood Revitalization. This pivotal position will oversee a team of five or more Neighborhood Investment Managers responsible for their own dedicated wards and will play a crucial role in promoting equitable growth and revitalization in Cleveland Neighborhoods. The Deputy Director of Neighborhood Revitalization will also be the point of contact for all economic development projects and small businesses looking to locate and grow in the Downtown region of the City. They will work collaboratively with local stakeholders, government officials, and community leaders to facilitate access to city resources for neighborhood businesses and developers. Under administrative direction, the Deputy Director of Neighborhood Revitalization, is responsible for planning, managing, developing work rules, training, coordinating, and administering all activities and personnel of such staff positions as administration, citizen participation, research, finance, and manages such personnel as are assigned to specific functions in the performance of the necessary duties. This position reports to the Assistant Director of Economic Development and works in partnership with corresponding Neighborhood Planners in the City Planning Commission along with other city departments. The Senior Investment Manager evaluates businesses and projects for financial incentives for all economic development activity in Downtown, Cleveland. Markets the City's Economic Development programs, prepares market studies, data analysis, and maps. Collects and analyzes financial and related data to determine general creditworthiness. Structures loan and incentive terms and conditions that meet the client's needs and the City's lending guidelines. Recommends approval or declination of loans and incentives within established Department policies and informs clients of decision. The Deputy Director of Neighborhood Revitalization, will also represent the Department of Economic Development in public meetings and presentations. Performs other job-related duties as required. Minimum Requirements: High School Diploma or G.E.D. required. Bachelor's Degree in Urban Studies, Economic Development, Business Administration, Public Administration, Marketing, Communications, Political Science or closely related field required. Master's Degree preferred. Two (2) years of full-time paid experience in Economic Development, Banking, Finance, Real Estate Development, or closely related field is required. Understanding of contemporary social justice, diversity, equity, and inclusion challenges. Strong analytical, organizational, customer service, oral and written communication skills required. Demonstrated effectiveness at building and maintaining interpersonal relationships. Commitment to public and customer service. Commitment to innovation and possesses an entrepreneurial spirit. Dedicated to maintaining high ethical standards. Must understand climate change and integrate environmental and climate justice into strategic planning, approach, and implementation. Primary Responsibilities: Supervise and mentor a team of Neighborhood Investment Managers, providing guidance, support, and professional development opportunities. Serve as the primary point of contact for economic development projects within the Downtown region of Cleveland for all developers and b Develop and implement strategic initiatives to promote economic development and revitalization within assigned neighborhood districts. Reviews incentive applications and prepares presentations for loan and grant review committees. Prepares legislation and work with the Law Department to prepare and execute contracts. Provide site-related acquisition(s), development and rehabilitation technical assistance for larger scale development and redevelopment opportunities within the City that help spur employment, increase tax revenues and property values. Secures commitments from State, Federal, and other funding sources to provide services and financial assistance to program participants and City of Cleveland businesses. Serves as single point of contact within assigned neighborhood district for CDCs and other neighborhood stakeholders related to Economic Development issues. Oversee the evaluation of businesses and development projects for potential financial incentives, ensuring alignment with city policies and objectives. Provides site-related acquisition, development and rehabilitation technical assistance for property owners, developers, and small businesses. Engages with small businesses looking to locate and expand on targeted commercial corridors. Serves as the point of contact for City Council inquires within the assigned neighborhood districts. Works department manager(s) and/or leadership to facilitate site visits for high growth potential businesses within the assigned neighborhood district. Assists with special projects including those associated with the Cleveland Citywide Development Corporations. Represents the Department of Economic Development in public meetings and presentations. Help businesses and developers access department resources and assist in navigating other departments to resolve business related issues Performs other job-related duties as required.
