Deputy Director Of Land Strategy And Asset Redevelopment
The Deputy Director of the Office of Land Strategy and Asset Redevelopment lead the City of Cleveland's efforts to maximize the impact of publicly owned land for equitable neighborhood growth, economic development, and community benefit. This role oversees the Land Reutilization Program, Sites Team, and Asset Redevelopment Team, providing strategic leadership, operational oversight, and cross-departmental coordination to advance redevelopment goals across the city. The Deputy Director develops division strategies, policies, and procedures, leveraging data and mapping tools to proactively identify, and act on redevelopment opportunities. This role also supports site assemblage, catalytic project management, and the execution of commercial, residential, and green development projects. The Deputy Director works closely with the Director of the Department of Development to ensure the Office aligns with broader city priorities and maximizes the economic, social, and environmental value of City-owned land. Examples Of Duties
Typical Tasks: Supervise, mentor, and lead the Land Bank, Sites, Spatial Data, and Asset Redevelopment teams. Develop and implement division strategy, policies, procedures, and performance metrics in alignment with the Department of Development's goals. Leverage City-owned assets for commercial, residential, and greening development opportunities. Use data, mapping tools, and market analysis to identify proactive redevelopment opportunities and guide investment decisions. Support site assemblage, catalytic project management, and execution of redevelopment projects. Oversee disposition, adaptive reuse, and redevelopment strategies across City-owned properties. Coordinate with other City departments, community stakeholders, and external partners to advance development initiatives. Monitor division performance, evaluate outcomes, and provide reports and updates to the Director and other leadership. Ensure all division operations are equitable, transparent, and aligned with community-centered redevelopment goals. Provide subject matter expertise on real estate, real estate finance, and development best practices. Represent the Office in internal and external meetings, briefings, and community engagements. Perform other responsibilities as assigned. Minimum Qualifications
Requirements: Bachelor's Degree in Urban Planning, Real Estate, Public Administration, Business, Finance, or a related field from a four-year accredited college or university. 7+ years of experience in real estate, community development, or related fields, including supervisory experience and leadership of cross-functional teams. Experience with real estate finance, development strategy, or property disposition. Demonstrated experience with data analysis, GIS/mapping tools, and proactive site identification. Preferred Qualifications: Master's Degree in Urban Planning, Real Estate Development, Public Administration, or a related field. Experience with municipal development, public land management, and catalytic project execution. Familiarity with commercial, residential, and green infrastructure development. Strong understanding of equitable development principles and community engagement practices. Ability to manage multiple priorities, complex projects, and cross-departmental initiatives. Exceptional written, oral, and presentation communication skills. Skills: Leadership and team management capabilities across multiple functions. Strategic thinking with the ability to implement division-wide initiatives. Strong project management, analytical, and problem-solving skills. Ability to build partnerships and maintain trust with community, government, and development stakeholders. Proficiency in real estate finance, market analysis, and redevelopment strategy.
