Director of Operations – Brownwood Position Information: The Brownwood District is seeking a dynamic Director of Operations to take charge of critical functions that keep our community moving and thriving. This high‑impact role isn’t just about oversight — it’s about passion for excellence in maintenance and a steady hand in emergency operations. You’ll manage a talented team of professionals while coordinating essential programs like building and grounds upkeep, hazardous materials procedures, transportation logistics, and equipment shop operations.

Responsibilities:

Oversee at least two district functions: construction, maintenance and/or transportation operations.

Direct building and grounds maintenance; program building projects; implement hazardous materials/waste procedures; oversee photo logging of roads and equipment shop.

Manage the utility and/or driveway permit program.

Develop and monitor maintenance and transportation operations budgets and related programs.

Oversee traffic control coordination, contracts, construction schedules, and job progress.

Oversee the design, installation, maintenance and repair of traffic signals, radios, railroad crossing equipment, center striping, and traffic management systems.

Oversee development of plans, specifications and estimates for traffic projects; perform traffic engineering studies and warranting of traffic signals and speed zones.

Recommend preventive maintenance and rehabilitation programs.

Represent the district at meetings, committees, workgroups, and teams.

Develop, prepare, let and administer district maintenance contracts; monitor maintenance contracting levels to meet legislative requirements.

Perform other job responsibilities as assigned.

Qualifications:

Education: Bachelor’s Degree in engineering or related science (degree accepted by TX PELS).

Experience: 7 years transportation engineering in construction, maintenance or transportation operations (full‑time or part‑time); 3 years managerial/supervisory experience (project leader or lead worker experience may substitute).

Valid driver’s license; position requires driving a state vehicle.

Licensed Professional Engineer (or other state license, see details).

Salary Grade: B31 – $150,000 to $170,000 yearly (Pay Basis: Yearly; FLSA Status: Exempt).

Work Location: Brownwood District Headquarters, 2495 HWY 183 N, Brownwood 76802.

Travel: 25 % of the time.

Physical Requirements and Working Conditions: Sedentary work, light work, standing for prolonged periods, repetitive motion. Must pass a drug test, be available for emergency response within 45 minutes, work weekends and holidays, work outside regular hours, and work under inclement weather. Personal protective equipment must be worn as required.
