Performs professional level duties and responsibilities in support of a variety of human resources program areas including the following: employee relations, training, HR compliance, conducts compensation analysis, ensure pay is internally equitable, promotes assigned human resource programs and perform a variety of duties.

Advises and assists County employees in a variety of areas including policy interpretation, employee relations, employee grievances, FMLA, ADA, HFWA, EPEWA, and FAMLI. Develop and implement standard data audit processes.

Manages the FMLA leave administration process from the employee's initial notice of the need for leave to the return to work through return to work.

Assist in ensuring organizational compliance with all Federal and State employment laws, including Fair Employment Practices, Fair Labor Standards Act, Equal Employment Opportunity, and Wage and Hours laws.

Conducts onboarding and training for new hires.

Conducts new supervisor and ongoing supervisor training.

Create and maintain supervisor and employee training curriculum. Recommends and coordinates employee training activities.

Maintains awareness of changes in statutes, regulations and case law affecting the County's human resource policies. Monitor human resource policies and procedures for compliance with appropriate regulations.

Assists with personnel issues including conflict resolution, involuntary terminations, in-house investigations and supervisor complaints. Counsels employees on matters related to personnel administration.

Responds to requests for information from employees, management, outside agencies and the public; responds to HR policy questions.

Communicates employee performance evaluation processes and ensures they are done in a timely manner.

Manage and respond to requests for unemployment information.

Conducts and completes surveys on behalf of the County; evaluate surveys and information to determine usefulness and quality. Responds to outside Colorado County inquiries.

Assists HR Manager in the maintenance of the county compensation plan including market analysis for positions.

Assist HR manager with compensation updates.

Assists with recruitment tasks as needed.

Assists with maintaining employee information on Human Resource Information System.

Assists with benefit vendor billing, claims payments and administrative fees.

Oral and written communications must be clear and effective.

Performs other duties as assigned.

Minimum Requirements Education And Experience

Bachelor's degree; human resources, public administration, business, psychology or related field preferred and four (4) years of related HR experience.

Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

Licenses And Certifications PHR or SPHR (desired)

Supplemental Information PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 30 pounds.

Work is generally confined to a standard office environment.
