The pay for this position is between $72,800-$93,000 , offers will be based on the successful candidate's experience.

Role & Responsibilities The

Proposal Manager

is a detail‑oriented and strategic thinking management level position which leads the development, coordination, and submission of high‑quality proposals in response to RFPs, RFIs, RFQs, and other solicitation requests. The Proposal Manager will work cross‑functionally with sales, marketing, technical, and leadership teams to ensure proposals are submitted on time, compelling, compliant, and aligned with business objectives.

Completes Bid Review Forms for Go/No Go decision by Bid Review Team

Manage end‑to‑end proposal development process in Quire, scheduling responses, review, and final submission.

Analyze solicitation documents (RFPs/RFIs/RFQs) to determine requirements and create compliance matrices.

Collaborate with subject matter experts (SMEs), and writers to create high‑quality content proposals compliant with BSK approved design

Maintain version control and ensure timely delivery of all proposal components.

Review and edit proposals for grammar, clarity, and adherence to brand and style guidelines.

Ensure all deliverables are compliant with client requirements and internal standards.

Manage a proposal content library and contribute to its continuous improvement.

Track proposal metrics and performance for ongoing process optimization.

Ensure all proposals are competitive, yet allow for profitable growth leaving as little on the table as possible.

Qualifications & Education Requirements

Bachelor’s degree in Science

10 years of experience in proposal management or technical writing for private testing laboratory companies.

Understanding of environmental regulations.

Use of Government bid platforms a plus.

Experience as a Project Manager in laboratory setting is a plus.

Knowledge of LIMS use a plus.

Proficiency in Microsoft Office Suite (especially Word and PowerPoint); experience with Adobe InDesign or proposal automation tools is a plus.

APMP Certification (Foundational or higher) is a strong plus.

Experience in [Industry – e.g., federal contracting, IT services, construction, healthcare, etc.].

National Registry of Environmental Professionals certification a plus.

Preferred Skills

Ability to work independently and manage multiple deadlines in a fast‑paced environment.

Ability and willingness to learn Quire software for proposal preparation and Vantagepoint for sales and contract tracking.

Proven experience responding to government or commercial RFPs.

Strong understanding of proposal development lifecycle and best practices

Excellent project management, organizational, and communication skills.
