Responsibilities

Directly responsible for all property operations and business conduct according to company policies, HUD, Tax Credit, USDA Rural Development, Fair Housing, ADA, Fair Credit Reporting Act, and other regulatory requirements.

Communicate operational challenges to the Regional Manager promptly.

Leasing Activities: respond to inquiries, show vacancies, comply with HUD, RD, and LIHTC regulations, maintain waiting lists, screen applicants, conduct marketing outreach, verify tenant income, prepare and process leases, conduct orientations, complete move‑in/move‑out procedures, review/process evictions, and ensure proper lease file formatting.

Rent Collections: collect security deposits and rent, issue receipts, deposit funds to corporate, negotiate overdue rent schedules, issue notices for late payments, evictions, and utility cut‑offs.

Administration: maintain customer service attitude, open office on time, enforce lease agreements and house rules, live on site for emergency coverage if applicable, perform annual income re‑certifications, attend corporate management meetings.

Property Maintenance: supervise maintenance staff and contractors, conduct inspections, monitor curb appeal, obtain bids and estimates, purchase supplies, prioritize work orders, schedule preventive maintenance, maintain fire, water, and safety equipment records, perform annual unit inspections, and keep the property sanitary and pest‑free.

Record‑Keeping/Reporting: maintain accounting records, conduct quarterly activities, communicate challenges to management, report incidents, maintain logs of events, and provide monthly operational summaries.

Other Duties: meet tenants for informational purposes, disaster/emergency preparedness, and perform duties assigned by the Regional Manager.

Compensation & Benefits

Salary determined by J&A, Inc. and covered by the company’s worker’s compensation plan.

Benefits negotiated between the Regional Manager, Human Resources, and the employee.

Eligible for a free rental unit if on‑site living is required, with tenancy conditions specified.

Qualifications

High school diploma or equivalent.

2+ years of experience in LIHTC property management (preferred).

Knowledge of Microsoft Office Suite and property management software such as Yardi or Real Page.

Valid state‑issued driver’s license.

Basic bookkeeping knowledge.

Certification or training in property management, LIHTC, COS, or RD training.

Knowledge & Skills Preferred

HUD, RD, and LIHTC guidelines and IRS rules relevant to the property.

Local, state, and federal safety regulations and building codes.

Relevant legislation such as ADA and Fair Housing.

Excellent written and verbal communication skills.

Strong interpersonal skills with staff, tenants, agencies, contractors, attorneys, and owners.

Ability to act independently and proactively.

Desirable Additional Qualifications

Experience in re‑certification.

Knowledge of Section 8, RD, HUD, and Tax Credit regulations.

Background in supervision with a track record of accomplishments.

Community services experience with specific tenant populations (handicapped, elderly, homeless, veterans).

Difficulty and Scope

Requires a wide range of skills and continuous education on government regulations and HUD guidelines.

Role has a strong impact on the property’s atmosphere and success as the most visible management representative.
