Community Development Specialist I (S) Grade

NC12 Description Of Work

This position advocates on behalf of Individual Assistance applicants (survivors and their families) to ensure they receive resources for housing assistance and recovery of personal property loss. Responsibilities include resolving issues between survivors and FEMA, coordinating with state, federal, and non‑governmental organizations, and maintaining clear communication with the Individual Assistance Program Manager. The role requires planning, prioritizing tasks, meeting deadlines, and working with minimal supervision in an open‑area environment at the FEMA Joint Field Office (JFO). Deployment to disaster areas may involve extended periods, overnight travel, and twelve‑hour shifts, along with weekend/holiday duty and excessive overtime during recovery periods. Positions may also be cross‑trained in other recovery programs such as Public Assistance Grants Manager and Disaster Recovery Center services.

Knowledge, Skills and Abilities / Management Preferences

Ability to interpret federal and state program policies Knowledge of federal grants administration Strong work management and organizational skills to handle tight deadlines Ability to deploy to disaster areas for extended periods, including overnight travel and twelve‑hour shifts, weekend/holiday duty, and excessive overtime during recovery periods Experience working with local, state, and federal officials verbally and in writing Proficiency with Microsoft Word, Excel, and PowerPoint Experience referring survivors to available resources Knowledge of resources that address unmet housing needs across federal, state, and local governments Knowledge of emergency and disaster management protocols and infrastructure recovery project management Fluent bilingual skills (English/Spanish) Hourly Job Order Rate of Pay
