CONTRACTS MANAGEMENT SPECIALIST 3
Department of Economic Security – Division of Developmental Disabilities (DDD)
Job Location: 1789 West Jefferson Street, Phoenix, Arizona 85007
Salary: $54,000.00 – $56,000.00 (Grade 20)
Job Summary The Department of Economic Security (DES) invites a highly motivated, experienced professional to manage contracts within the Division of Developmental Disabilities. The role balances research, analysis, and liaison duties to support high‑quality services for Arizonans with developmental disabilities.
Responsibilities
Conduct extensive research into federal and state laws, regulations, policies, and procedures related to contract administration; interpret and apply these requirements to Division contracts.
Evaluate contractor responses, assess compliance, and provide clarifications and citations for contract violations.
Track documents and information necessary for confirming contract compliance, conduct background checks, record data, and improve contract processes.
Develop and maintain manuals and other resources on contract compliance; train DDD and contractor personnel on related topics.
Knowledge, Skills & Abilities (KSAs)
In-depth knowledge of Arizona state laws/statutes, including Title 36 of the Arizona Revised Statutes and Title 6, Chapter 6 of the Arizona Administrative Code.
Familiarity with policies and procedures for the Arizona Department of Economic Security and the Division of Developmental Disabilities.
Understanding of Title XIX and the Arizona Health Care Cost Containment System (AHCCCS).
Effective written and oral communication skills, negotiation, problem‑resolution, logical reasoning, and critical thinking.
Ability to develop concepts, plan, execute, and maintain documents, forms, and service specifications.
Strong interpersonal skills for collaboration with DDD and external partners.
Selective Preference
Minimum of 2 years of experience in human services, public administration, legal research, or a related field emphasizing human‑services contracting.
Full proficiency in Google Workspace and experience with database tools.
Experience negotiating and interpreting contract concepts; project management, research, and analysis skills are preferred.
Pre‑Employment Requirements
Valid driver’s license and compliance with all required training and record checks for state business motor vehicle use.
Successful completion of background and reference checks for all employment.
Participation in the Electronic Employment/Eligibility Verification Program (E‑Verify).
