Performs complex contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials, division and district personnel. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

Contract Specialist II: Salary Group B18 $45,521 - $71,055

Reviews compliance of minority participation goals in consultant contracts.

Administers consultant contracts.

Coordinates, reviews, processes and monitors third party advanced funding agreements and supplemental agreements.

Meets with project managers to identify objectives, needs and issues concerning project contracts.

Monitors and coordinates with the General Services Division.

Monitors, updates and reconciles accounts and contracts in an automated information management system to include Financial Information Management System (FIMS) and Budget Monitoring System.

Reviews contracts, amendments, subcontracts, procurement documents, work orders, supplemental agreements, time extensions, and consultant qualifications.

Sets up expenditure authorizations.

Performs other job responsibilities as assigned.

Contract Specialist III: Salary Group B20 $51,158 - $81,351

Includes all responsibilities listed for Contract Specialist II.

Researched state and federal statutes and opinions, Department policies and previous contracts.

Reviews contracts, amendments, subcontracts, procurements, supplemental agreements, and time extensions.

Confers with legal staff and management on various legal matters.

Ensures contracts are payable and meet all legal requirements.

Executes agreements and contracts.

Maintains, updates and compiles detailed data, or contracts, including procurement documents and revisions; writes routine and unique correspondence.

Reviews, interprets and clarifies statutes, regulations, standard policies and procedures to ensure compliance with Department and government regulations.

Contract Specialist IV: Salary Group B22 $57,614 - $93,138

Includes all responsibilities listed for Contract Specialist III.

Analyzes, interprets legislation, statutes, federal regulations and coordinates the development of policies and procedures to ensure compliance with Department and governmental regulations.

Develops, writes, revises and/or prepares complex contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports.

May serve as a lead worker on the related tasks.

Provides technical and administrative support to include reviewing, processing, answering questions, providing assistance and handling complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions.

Minimum Qualifications: Education (All Levels) : Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis.

Experience

Contract Specialist II : 2 years in contract administration, administrative support, bookkeeping or accounting.

Contract Specialist III : 3 years in contract administration, administrative support, bookkeeping or accounting.

Contract Specialist IV : 4 years in contract administration, administrative support, bookkeeping or accounting.

Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications (All Levels)

Valid driver’s license. This position requires driving a state vehicle.

Cert TX Contract Mgr (CTCM)

Cert TX Contract Dev (CTCD)

Contract Specialist IV Expert skill in:

Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area.

Analyzing business, technical, and managerial problems and developing, recommending, and implementing effective solutions.

Physical Requirements and Working Conditions

Close Visual Acuity – work includes data/figures; view a computer screen; extensive reading.

Sedentary work – lift up to 10 lbs at a time and occasionally carry files/small tools.

Repetitive Motion – substantial movements of the wrists, hands, and/or fingers.

Conditions of Employment

May require certification as Certified Texas Contract Mgr (CTCM) and/or Certified Texas Contract Developer (CTCD) per Texas Administrative Code or may be exempt from certification requirement per Texas Gov Code Sec 2262.002 b, as determined by hiring manager.
