Contract Specialist
Under the direction of the Assistant Deputy Agency Chief Contracting Officer (ADACCO), the Department of Youth and Community Development (DYCD) is seeking to hire a contract specialist for the City of New York.
CONTRACT SPECIALIST - 40561
Responsibilities:
Processing procurements for services, goods, and construction in an accurate and timely manner using the appropriate procurement methods to ensure compliance with funding stream rules and DYCD goals.
Overseeing the evaluation process for DYCD procurements, including conducting committee meetings and evaluator trainings.
Drafting solicitation specifications clearly and concisely.
Consulting with various DYCD units to ensure the correct goods and services are procured.
Maintaining and updating procurement status reports and databases.
Processing contracts to registration in a timely manner, including determination process responsibilities.
Minimum Qualifications:
Baccalaureate degree from an accredited college or university and six months of full‑time professional, technical, or administrative experience in program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
Four‑year high school diploma or equivalent approved by a State Department of Education and four years of full‑time professional, technical, or administrative experience in the same fields; or
Education and experience equivalent to the above.
Preferred Skills:
Strong proficiency in Excel and Word; experience in contracts; strong organizational, analytical, proofreading, and writing skills.
Strong communication skills and ability to converse professionally with executive, programmatic, and administrative staff.
Ability to balance competing priorities, complex situations, and tight deadlines.
Enthusiastic work ethic and ability to work well with others in a diverse team environment.
Familiarity with and knowledge of New York City’s Procurement Policy Board Rules and Citywide Procurement systems such as FMS and PASSPort.
