The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
Contract Specialist – 40561 Under the direction of the Assistant Deputy Agency Chief Contracting Officer (ADACCO), DYCD is hiring a Contract Specialist responsible for the following:
Responsibilities
Processing procurements for services, goods and construction accurately and timely using the appropriate procurement methods and ensuring compliance with funding stream rules and DYCD goals.
Overseeing the evaluation process for DYCD procurements, including conducting committee meetings and evaluator trainings.
Drafting solicitation specifications in a clear and concise manner.
Consulting with various DYCD units to ensure the correct goods and services are being procured.
Maintaining and updating procurement status reports and databases.
Processing contracts to registration in a timely manner, including the responsibility determination process.
Minimum Qualifications
A baccalaureate degree from an accredited college or university and six months of full‑time professional, technical, or administrative experience in program evaluation, contract negotiation/management, fiscal/financial management, or project management.
A four‑year high school diploma or its equivalent and four years of full‑time professional, technical, or administrative experience in the same fields.
Education and/or experience equivalent to the above.
Preferred Skills
Strong proficiency in Excel and Word.
Experience in contracts.
Strong organizational, analytical, proofreading and writing skills.
Strong communication skills and the ability to converse professionally with executive, programmatic, and administrative staff.
Ability to balance competing priorities, complex situations and tight deadlines.
Enthusiastic work ethic and ability to work well with others in a diverse team environment.
Familiarity with and knowledge of New York City’s Procurement Policy Board rules and Citywide Procurement systems such as FMS and PASSPort.
