Compensation & Benefits
$73,554 – $75,828 annually, depending on experience

Job Description Purpose:
The Human Resources Benefits Specialist works independently in employee benefits and general accounting. The specialist orients new employees on classification, salary, payroll forms, benefits, district network use, and other working conditions. The role provides technical, analytical, and administrative support to the Human Resources Director.
Reports to:
Assistant Superintendent
Nature of Work:
The specialist follows standardized routines under general supervision, adhering to policies, procedures, and regulations. The position requires professional decorum and confidentiality under Oregon law.
Supervision Exercised:
None
Essential Job Functions Benefits Administration
Primary contact for all benefits administration, including enrollment, eligibility, terminations, plan changes, and claim resolution.
Maintain accurate database of employee eligibility, salaries, addresses, and personnel data.
Administer enrollment for OEBB and other benefit programs (HSA, FSA, 403(b), 457, disability, etc.).
Ensure accurate payroll deductions and invoicing.
Maintain compliance with the Affordable Care Act.
Stay current on benefit plan trends, policies, and regulations.
Customer Service & Communication
Provide direct support to employees, retirees, and vendors.
Draft and distribute benefit communications.
Present benefits information during orientation and training.
Maintain knowledge of retiree benefits.
Open Enrollment Coordination
Organize and manage annual open enrollment.
Process enrollments, changes, and support workshops.
Implement benefit updates from bargaining agreements.
Protected Leave & ADA Coordination
Maintain knowledge of protected leave laws and ensure compliance with FMLA, OFLA, ADA, and district policy.
Manage benefits for protected leave and ADA issues.
Risk Management & Claims Coordination
Serve as liaison with insurance carriers.
Coordinate risk-related claims (property damage, liability, student accidents, workers’ compensation).
Manage workers’ compensation reporting and claims follow‑up.
Communicate with supervisors regarding claims and return‑to‑work requirements.
Support management of district liability insurance program.
Compliance & Record Keeping
Ensure compliance with applicable laws and policies.
Interpret policy language and employment regulations.
Protect confidentiality and security of PII.
Prepare and submit required reporting (IRS 1095, OHSA, SAIF, unemployment).
Work with brokers on renewals and billing.
Maintain insurance and benefit files per Oregon Retention Requirements.
Complete verification letters and required documentation.
Program Development & Administrative Support
Work with Education and Food Service Departments on wellness policies.
Develop and monitor D6 Employee Wellness Committee.
Coordinate employee events and training.
Implement and monitor EAP.
Research and present special reports.
Participate in collective bargaining support.
Other Functions
Perform related duties as assigned.
Required Qualifications
Associate Degree.
Two years of administrative support experience.
Alternative: high school diploma or GED plus four years of relevant experience.
Knowledge of human resources management practices and laws.
Knowledge of public/business administration principles.
Basic knowledge of strategic planning, public purchasing and contracting laws, arithmetic, mathematics.
Excellent written and oral communication skills.
Computer operational knowledge of workstations, peripherals, networking, and common software.
Pass a criminal background check.
Understand multi‑step written and verbal instructions in English.
Essential Knowledge, Skills and Abilities
Proficient in Microsoft Word, Excel and Google Suite Apps.
Strong communication skills.
Financial and accounting principles.
English grammar, spelling, usage.
Maintain required certifications and training hours.
Working Conditions and Physical Demands The position is performed indoors at the district office. It requires extended computer use, sitting or standing for prolonged periods, occasional lifting of materials under 10 lbs, travel, and attendance at evening or weekend events. Mobility and manual dexterity are required. Reasonable accommodations may enable individuals with disabilities to perform essential functions.
