Home Improvement Specialist (Community Development Specialist)

Overview
This position is part of the Office of Community Development-Home Improvement Program within the Department of Human Services.
Be advised that this position is funded in part or wholly through an established grant agreement. Employment in this position is subject to the availability of grant funds, and may be modified, reduced, or eliminated based on the terms of the grant agreement(s) and the level of funding available.
This position will implement and monitor Community Development Block Grant Funds as it relates to rehabilitation of private properties (Home Improvement Program). Work includes home inspections, client engagement, preparation of a scope of work, bid reviews, fiscal oversight, payment processing, interim and final inspections, and documentation per federal regulations.

Responsibilities
Conduct comprehensive inspections of housing units for code compliance, defects, and related repairs and improvements; prepare detailed work write-up for homeowners to use in their solicitation of bids from contractors.
Assist grant applicants by providing technical assistance with work scope comprehension, contractor solicitation, and bid selection process.
Maintain an active dialogue with clients to ensure progress and completion in a timely manner, offering advice and counsel.
Monitor work in progress for quality, contract compliance, and adherence to federal, state, and local regulations; arbitrate disputes between contractor and homeowner.
Provide fiscal oversight of assigned funding portfolio to ensure expedient use of allocated funds per program requirements, without over‑commitment of funding.
Review and approve bids and contracts, perform final inspections, and ensure appropriate funds are properly disbursed.
Prepare and notarize loan documents for recording and coordinate electronic submission of reports.
Perform other duties as assigned.
Qualifications
Graduation from an accredited college or university with a Bachelor’s Degree, or from a technical college with emphasis on HVAC, Electrical, Plumbing, and Building Codes, or a combination of training and experience.
Inspection background in electrical, plumbing, structural, and mechanical inspections.
General knowledge of accepted home repair methods according to standard trade practices.
Ability to become a Notary Public in Missouri.
Proficiency with Microsoft Office Word, Excel, Munis Financial Systems, and GIS mapping applications.
Applicants with previous experience working with federal grant programs are preferred.
Selection Process A selection committee evaluates the qualifications of each applicant, including education, experience, supplemental answers, employment references, and other relevant information. Only applicants with the most job‑related qualifications are admitted to interview. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. The top five ranked candidates are certified to the Director/Appointing Authority for final decision. All candidates offered a merit position are required to submit to drug screening prior to appointment.
