Summary This position plans, promotes and implements a variety of MWR or Community Recreation programs and activities. It is also responsible for seeking partnerships with community organizations and businesses to support MWR programs and base‑wide special events.
Duties Supervision – 25%
Perform supervisory duties including assigning work, defining priorities, selecting and recommending applicants for hire, evaluating performance, recommending pay adjustments/awards, providing or recommending training, approving and/or disapproving leave requests, initiating corrective actions, and recommending formal corrective/disciplinary actions as warranted.
Supervise federal civil service employees at various grades, assigned military employees, non‑Federal workers, unpaid volunteers, student trainees, or others.
Authorize personnel action requests (SF‑52) and ensure timekeeping documents are submitted in accordance with local direction.
Ensure interviews and selection of new hires is performed in accordance with established hiring practices.
Lead and instruct subordinate staff in administering traditional and non‑traditional workshops, clinics and events in outdoor skill areas including camping, cycling, sailing, backpacking, canoeing, snow skiing, hiking or water sports.
Provide outdoor field experiences related to above skill training in the form of day and weekend trips.
Lead day‑to‑day operation of multiple programs, assist with staffing, training and scheduling.
Program Management – 35%
Use creativity to plan, promote and implement well‑rounded Community Recreation programs utilizing numerous facilities within the MWR Department in accordance with CNIC approved program standards.
Coordinate leisure skills development activities and classes.
Organize community special events such as holiday events, concerts, and other events.
Serve as a liaison for MWR related activities associated with Fleet & Family Readiness Departments.
Provide support for unit allocation events to include equipment, programming ideas, and coordination assistance.
Responsible for the development, management, maintenance, planning, business plan execution, and administration of a diverse Community Recreation Program.
Marketing – 15%
Solicit and assist with negotiating partnerships on behalf of the MWR department.
Develop working partnerships with on‑base and off‑base organizations to support and benefit MWR programs.
Develop contacts and create professional proposals, execution of agreements and follow‑ups.
Research and provide information and referral on recreational opportunities for on and off base individuals/families.
Plan, coordinate, publicize, market and execute programs and special events within the Community Recreation program utilizing all available resources.
Promote MWR facilities and events through outreach opportunities on base.
Promote MWR facilities and events through staff and student indoctrination and other large group functions and gatherings.
Administration – 25%
Provide administrative duties and support through after‑action reports, data collection and database administration.
Solicit input from activity managers regarding internal short/long range goals, business plan objectives and program standards.
Monitor programs to ensure standards are met or exceeded.
Evaluate and review ongoing programs, provide guidance to activity manager for development/maintenance of program activity.
Assist with writing standard operating procedures.
Ensure all facilities and activities associated with the Community Recreation program meet established fire, safety, security and sanitation guidelines.
Lead and perform check‑in and check‑out of materials and collect any applicable fees by operating POS computer system.
Complete a Daily Activity Report (DAR) to ensure accountability for the balancing and reconciliation of daily sales transactions.
Perform inventory of equipment, retail items, supplies and other items with cash value.
Promote customer service awareness, requisitioning merchandise, ensuring adequate stock levels, entertainment and promotion schedules.

Qualifications
Bachelor’s Degree in Recreation, Marketing, Business, or closely related field and/or equivalent recreation related work experience.
Customer service and activity‑based functions experience.
Ability to work independently, make sound decisions and communicate effectively, both verbally and in writing.
Knowledge of recreational programs, goals, principles, techniques and methods.
Knowledge of the entire scope of activities and suitability for Community Recreation Program for varying demographics.
Ability to create, negotiate, implement and sustain partnerships via MWR agreements.
Maintain clear and accurate database.
Represent the department and speak in front of small and large groups.
Program planning and leadership skills to devise and implement leisure and social recreation program.
Valid driver’s license (obtain within 90 days if none).
Effective oral and written communication skills.
Education Bachelor’s Degree in Recreation, Marketing, Business or closely related field and/or equivalent recreation related work experience.
Additional Information Salary is dependent on experience and/or education. Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period.
