Responds to all telephone and walk-in traffic in the HR Department, screening customer needs to determine level of response;

Responds to requested services within the scope of responsibility;

Maintains employment procedures, including distribution of applications, scheduling of testing;

Perform and ensure accuracy with the hire process complying with employment rules and regulations including preparing and maintaining job announcements, communicating with hiring department/authorities and applicants;

Benefits administration from employee hire to termination;

Assists the Payroll Specialist with the biweekly payroll processing and serves as backup in their absence to ensure timely and accurate payroll processing;

Administers the FMLA process and maintains FMLA documentation to ensures employees are advised of leave rights and responsibilities; submits documentation to the Human Resources Director for leave approval; maintains appropriate and consistent contact with employees while on approved leave;

File and maintain workers’ compensation claims;

Produces requested rosters, listings and audit work paper as required;

Monitors and complies with County internal control policy, State and Federal policy guidelines/regulations concerning confidentiality to include Health Insurance Portability and Accountability Act (HIPAA);

Provides clerical support to the department by data and information system entry, maintenance of files, ledgers and records, updates under supervision, assists with record storage and destruction schedules;

Mails HR notices, prepares requisitions, processes and distributes mail, sends facsimiles, copies, maintains inventory of standard office supplies;

Assist with audit of employee time records;

Assist with reconciliation of deductions and contributions to vendor invoices;

Assist in development and implementation of human resource policies;

Ensure compliance with Federal, State, and Local labor regulations;

Monitor and report any deviation or violation of Washington County, State or Federal policy, best practice or activity not in the best interest of Washington County;

Additional job duties as assigned by the supervisor within the scope of the department.

MINIMUM QUALIFICATIONS, EDUCATION AND EXPERIENCE

High school diploma or GED plus 2 years of Human Resources experience;

Understanding of basic human resources principles and processes;

Ability to manage employee relations effectively and objectively;

Working knowledge of employment and labor laws;

Firm commitment to confidentiality;

Excellent verbal and written communication skills;

Excellent interpersonal and conflict resolution skills;

Advanced knowledge of Office Suite products;

Previous experience with HRIS systems.

PREFERRED QUALIFICATIONS, EDUCATION AND EXPERIENCE

Bachelor’s Degree in Human Resources or Business Management; or Associates Degree plus 4 years of human resources experience

Professional HR certification (SHRM-CP or HRCI-PHR);

Proven history of successful interaction with diverse populations;

Previous experience in a county governmental entity or similar setting.

Knowledge of and ability to understand and follow pertinent federal, state and local laws, codes and regulations related to public employment;

Ability to understand county government operations;

Ability to work with detailed documents and arrive at a correct solution;

Ability to accept constructive criticism and tolerate impolite behavior from customers and colleagues while maintaining professional composure;

Ability to follow and execute a plan or scheduled time sensitive activities and processes to meet critical deadlines;

Ability to exercise judgement, decisiveness and creativity required in uncertain and highly stressful situations and to know when to ask for assistance or supervision;

Ability to work and/or interact effectively with other employees, department managers, employees, and Elected Officials in a pleasant and professional manner;

Ability to maintain highly ethical behavior and communications;

Ability to maintain confidence in personal and employment related information; and

Ability to communicate in person, by telephone, in writing and electronically, to interact in a professional, respectful and effective manner with the general public, elected and appointed officials of the County and other organizations, and other County personnel

The activities and the estimated amounts of time required per day for each are shown below. The estimations below may not sum to one-hundred (100) percent.
