Nature of Work Under general supervision of the Court Human Resources Director, the HR Generalist is responsible for performing a broad range of human resources functions to support the court’s goals and ensure compliance with labor laws and HR best practices. This role serves as a key point of contact for judicial employees, County Human Resources, and management on human resources matters.

Responsibilities

Recruitment & Onboarding: Screen applications, conduct interviews, process and coordinate background screening and coordinate the hiring process; process new hire paperwork, orientations, and onboarding activities; assist in developing/updating job descriptions and compiling data for classification and compensation; act as department liaison with County Human Resources Department.

Employee Relations: Serve as a point of contact for employee questions regarding FMLA, ADA requests, workers’ compensation, and other policies and procedures; administer unemployment claims by responding to state agency inquiries, preparing documentation, and attending hearings when required; investigate and resolve employee complaints and help Department Heads facilitate fair and consistent disciplinary procedures when warranted while exercising the highest degree of confidentiality and professionalism; collaborate with management to address performance and conduct issues professionally and confidentially; provide advice and consultation on dispute resolutions, performance issues and the interpretation and correct application of policies and procedures.

HR Policy & Compliance: Ensure compliance with federal, state and local labor laws and regulations; maintain up-to-date knowledge of HR trends and legal requirements; assist in developing and updating HR policies.

Performance Management: Assist the coordinator of performance review processes; review performance appraisals and ensure all performance appraisals are properly submitted; provide support and training to managers and employees on performance management tools and best practices.

Record Keeping: Maintain and update employee records according to judicial personnel practices; ensure proper documentation and filing of personnel records; generate HR reports as needed by leadership.

Training & Development: Support the implementation of training and development programs; may conduct training and orientation for management and/or staff throughout the court departments based on identified needs; coordinate logistics for employee training sessions and track participation and effectiveness; ensure judicial staff meet and attend mandatory training and academics.

Other responsibilities: Coordinate and communicate with supervisors of employee injuries, submit reports and updates to State Risk Management, submit annual work‑related injury reports; perform ergonomic inspections of employee work‑stations; participate in HR projects and initiatives to enhance organizational effectiveness; assist with planning and executing employee engagement activities and events; perform other related duties as assigned and may assist with payroll functions; may supervise and train HR support staff; abide by the Code of Conduct for Judicial Employees.

Qualifications

Bachelor’s Degree in Human Resources, Business or Public Administration, or related field AND three years of Human Resources experience; prior generalist experience preferred OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.

Preferred Qualifications

Prior human resources generalist experience; certifications such as PHR, SPHR, or SHRM‑CP/SCP.

Additional Requirements

Must pass criminal background checks.

A valid Arizona state Driver’s License may be required.

Arizona Committee on Judicial Education and Training (COJET) yearly accreditation is required.

Knowledge of

County, state and Federal laws, statutes, regulations, and guidelines, including Wage and Hour, Fair Labor Standards Act, Family Medical Leave Act, and other government regulations related to human resources management compliance.

Yuma County and Superior Court policies and procedures; Superior Court in Yuma County—Rules of the Judicial Merit System and the Code of Conduct for Judicial Employees.

Procedures, terminology and accepted or common practices and policies of Superior Court Human Resources; guidelines, regulations, and statutes affecting the department.

Principles and practices of public sector personnel administration, confidential records management, and effective customer services practice.

Standards and techniques for recruitment, classification, compensation, trainings and benefits; legal, ethical, and professional rules of conduct for government employees.

Principles of risk management, workplace safety, and organizational development.

Skills in

Reading, interpreting, understanding and applying employment standards and procedures, applicable Federal and state rules and regulations, and Court policies and procedures.

Physical Demands and Working Environment Work is performed in a standard office environment and Court facilities.
