About the Program and the Manager of PSA Compliance Position Our Transitional Foster Care Program for Unaccompanied Children (UC), overseen by the Office of Refugee Resettlement (ORR), ensures the well‑being and safety of unaccompanied children (ages 0–17) who cross the U.S. border without an adult. Unlike traditional congregate care settings, our approach places unaccompanied children in foster homes while diligently searching for and assessing potential sponsors identified in the U.S. During their stay with us, we provide medical care, case management, engaging life skills classes, and essential mental health services.

The Manager of PSA Compliance plays a vital role in keeping our children safe by developing, implementing, and overseeing Cayuga Centers' efforts to comply with policies and procedures regarding incidents of sexual abuse and sexual harassment.

Responsibilities

Develop, implement, and oversee Cayuga Centers' compliance with the Interim Final Rule (IFR) and ORR policies and procedures regarding incidents of sexual abuse and sexual harassment.

Serve as the point of contact with ORR's PCAN Coordinator.

Respond to requests related to sexual abuse prevention and response for the agency.

Ensure compliance on a daily basis, including camera footage review and walk‑throughs of sites where children are located.

Manage PSA compliance audits and responses.

Facilitate the SA‑SIR Incident Review Committee as required.

Complete regular checks of program spaces as required by regulation.

Ensure all program spaces have policies and procedures in place and continuously assess for risk.

Oversee daily review of incidents of sexual assault and sexual harassment.

Ensure appropriate tracking of incidents of sexual assault and sexual harassment.

Aid in the training of agency staff regarding incidents of sexual assault and sexual harassment, and follow‑up requirements.

Maintain flexibility to meet program needs.

Required Experience

Bachelor’s degree – required.

1 to 3 years of experience in Human Services, Behavioral Science, or Social Service field – strongly preferred.

At least one year of experience working with child welfare standards, best practices, and compliance issues.

Dedicated to high‑quality record keeping, with the ability to analyze and evaluate written reports and determine necessary actions.

Strong writing skills with the ability to proofread and edit.

Strong ability to work independently as well as with a team.

Flexibility to work when families are available to meet.

Ability to manage time effectively and multitask, remaining highly organized.

Excellent communication and interpersonal skills.

Bilingual – English/Spanish required; all agency documents and records are in English, so English writing proficiency is required.

Valid NYS Driver's License preferred.

Physical Requirements

Word processing: responding to emails, composing letters, completing computerized documentation, familiarity with Excel and the electronic medical record system; requires sitting at a computer for several hours.

Completing paperwork: copying, scanning, and faxing documents.

Must be able to lift up to 50 pounds.

Schedule

Regular hours: 9 am – 5 pm, Monday – Friday.

Must be flexible to meet program needs.
