Welfare Fraud Investigator – Full‑Time Del Norte County Department of Health and Human Services is seeking a qualified candidate for the position of Welfare Fraud Investigator. The position is classified as full‑time and pays a bi‑weekly salary of $2,316.73 – $2,789.44.

Responsibilities

Conduct in‑house and field investigations of suspected fraudulent receipt of aid.

Locate and interview suspected persons, absent parents, and witnesses using surveillance and tracing methods.

Analyze and evaluate witness testimony.

Enter and retrieve data from an automated computer system.

Execute search warrants and make arrests.

Examine records to secure information concerning suspected violations.

Gather, assemble, preserve, and report facts, statements, or affidavits and other evidence for use in legal action.

Assist in fraud prosecutions in accordance with instructions and guidelines.

Make arrangements for repayment of fraudulently obtained funds and follow up for collection.

Read and interpret computer printouts and information on computer screens.

Prepare correspondence and reports.

Interpret and explain laws, rules, or regulations related to investigations.

Act as a liaison between the Health and Human Services department, the District Attorney’s office, and County Counsel’s office.

Perform related duties as assigned.

Minimum Qualifications Education : High‑school graduation or GED with coursework in Administration of Justice, Police Science, or a closely related field; possession of a POST Intermediate Certificate.

Experience : Three (3) years of responsible law‑enforcement experience, including at least one (1) year in criminal investigations as an investigator or equivalent position.

Special Requirements : Must possess and maintain a valid driver’s license.

Knowledge, Skills and Abilities

Office methods and procedures for maintaining law‑enforcement records.

Basic laws and procedures for evidence use in criminal investigations.

Techniques for recording, preserving, and securing property/evidence for prosecution.

Surveillance, skip‑tracing, and other locating methods.

Arrest procedures, search warrant acquisition and execution, and evidence presentation.

Abilities

Maintain controls and security of confidential records.

Understand and interpret relevant laws and regulations.

Interview, analyze, and evaluate witness statements.

Learn and apply welfare, search, and seizure laws.

Navigate automated computer systems.

Write clear correspondence and reports.

Perform basic arithmetic calculations.

Deal effectively with citizens and officials under demanding conditions.

Collect and document evidence.

Negotiate repayment of fraudulently obtained funds.

Coordinate investigations with department staff.

Follow oral and written policies and instructions.

Build and maintain working relationships.

Use computer and keyboard for report writing.

Work irregular hours as required.

Maintain relationships with county officials and the public.

Leave and Time Off Annual Leave

scales with continuous service: 15 days (1‑5 years), 20 days (6‑10 years), 25 days (11‑15 years), 30 days (16+ years). New hires may use accrued leave as available.

Sick Leave

1 day per month of service, payable, accruable.

Holidays

13 working days per year.

Floating Holidays

3 working days per fiscal year, accruable.
