Position Summary This is an essential position within the Consolidated Collections Unit and is primarily responsible for providing solutions for the enforcement of court-ordered financial obligations. The role includes providing court users and other participating entities with crucial training and guidance on the Debt Setoff (DSO) program, reviewing all payments received for DSO, manually splitting payments, paying across multiple courts, and providing weekly in-person and virtual training. The position is responsible for developing, revising, and maintaining the Debt Setoff Program manual and training. It also monitors DSO activity and serves as the program coordinator among the Administrative Office of the Courts (AOC), Arizona Department of Revenue (DOR), Arizona Lottery, Arizona Department of Gaming, DSO participants, and the public. The specialist assists with financial reporting analysis of collection programs and special projects, oversees court user accessibility and security of the TIP and NPRS applications, provides ad hoc reports for data clean‑up or direct support for resolving court data issues or discrepancies, conducts frequent training for users virtually, in-person, or a hybrid model, and provides second‑level support for the Fines, Fees and Restitution Enforcement Program (FARE). After an initial period of at least three months in person, this position may offer the ability to work remotely up to two days per week, based on the department's business needs and continued meeting of performance measures.
Public Service Loan Forgiveness (PSLF) Program qualified employer.
Minimum Requirements
bachelor’s degree in social science, judicial management, criminal justice, justice studies, business management, or a related field and four years of related experience or the equivalent (directly relevant experience may substitute for education).
excellent oral and written communication skills, teamwork and problem‑solving skills, and experience providing virtual and in‑person training to both large and small groups; ability to handle and prioritize multiple tasks and inquiries effectively; knowledge and interpretation of legislation, rules, administrative orders, policies, and procedures; effective working relationship with judges, court staff, and the public.
preferred knowledge of and/or experience with the Debt Setoff Program as well as experience with the Tax Intercept Program (TIP) software.
travel level up to 25%.
Selection Process Applicants must be currently authorized to work in the United States on a full‑time basis. Only applicants whose backgrounds most closely meet the needs of the position may be invited to interview.
