Job Summary We are seeking an experienced and highly motivated individual to join our team as an Employee Relations (ER) Specialist. The role involves communication, guidance, and education around core and common Employee Relations, Operations, Human Resource policies and a working knowledge of Talent Acquisition. The position acts as an independent, confidential resource providing analysis, conclusions and recommendations on complex, sensitive HR‑related issues and cases.

Remote work may be offered within Arizona based on business needs and performance measures.

Key Responsibilities

Provide front‑line support in the prevention, investigation, resolution, and referral of ER problems, recommending or taking appropriate actions to address concerns as needed.

Conduct on‑site internal investigations involving complex employment matters and prepare comprehensive investigation reports with recommended findings.

Investigate employee, management, and applicant complaints/issues alleging unequal treatment, discrimination, harassment, and violations of federal and state laws and HR policies.

Deliver counsel and assistance to staff at all levels on ER issues.

Knowledge, Skills & Abilities (KSAs)

Federal and State laws, rules, regulations, policies and procedures related to Human Resources.

Arizona Department of Administration Personnel Rules, Affordable Care Act, Americans with Disabilities Act, Health Insurance Portability and Accountability Act.

Current principles, practices, methods used in HR program administration: Employee Relations, Operations, Talent Acquisition and Classification & Compensation.

Administrative investigative techniques, interviewing techniques, report writing and formatting.

Additional Skills

Cultivate interpersonal relationships with a diverse group of staff, management, other state agencies, community resources, vendors, and the public.

Research, collect, and analyze data and reports.

Effective oral and written communication, public speaking, investigative, and interviewing techniques.

Prioritize and manage time among conflicting needs.

Familiarity with Google, AZ360, case management software, performance management software, and other HR tracking systems.

Preferred Qualifications

Bachelor’s Degree in Human Resources or closely related field and two (2) years as a Human Resources Analyst or five (5) years of equivalent experience at an intermediate level.

Pre‑Employment Requirements

Driving or vehicle use essential function: must possess valid driver’s license, complete required training, pass background checks, and maintain acceptable driving records and required insurance.

Successfully pass background and reference checks; employment contingent upon completion.

All newly hired State employees must complete the Electronic Employment Eligibility Verification Program (E‑Verify).

Retirement State employees are required to participate in the Arizona State Retirement System (ASRS) after a 27‑week waiting period. ASRS provides a defined‑benefit plan for lifelong income upon retirement. A voluntary deferred compensation program is also available.
