MANAGEMENT ANALYST (Exempt)
Management Analyst Salary - $49,327.10 - $66,594.00 hourly ($102,600.37 - $138,507.20 annually)
M–Th 7am-6pm (4x10 work week)
OPEN UNTIL FILLED - INITIAL SCREENING 1/20/2026 Under administrative direction, the Management Analyst performs highly complex administrative, financial, operational, and management analyses to support City programs, projects, and initiatives. The position is responsible for conducting research, policy analysis, and program evaluation; developing and implementing administrative procedures; overseeing budgeting, grants, contracts, and project management efforts; and making recommendations to enhance department and citywide efficiency and effectiveness.
The Management Analyst may supervise and provide direction to subordinate employees, including but not limited to Administrative Analysts, Administrative Assistants, and other professional, technical, and administrative staff as assigned. This classification is distinguished by its responsibility for advanced analytical work, often serving as a project lead or subject matter expert within assigned functions. The role requires sound independent judgment, strong initiative, and the ability to manage multiple priorities in a dynamic work environment.

Conduct complex research and analysis concerning organizational structure, staffing, operations, procedures, policies, and financial data; makes recommendations to improve department and citywide processes.
Plan, develop, and manage special projects, initiatives, and programs, ensuring alignment with department and city objectives.
Provide training, technical support, and group presentations to employees, executive management, and elected officials regarding operational policies and procedures.
Manage, supervise, train and evaluate professional, para-professional, technical and administrative support staff as assigned.
Direct and coordinate the fiscal and analytical operations of the department, which may include, but are not limited to, the functions of budgeting, fiscal control, accounting, purchasing, personnel, grant preparation and analysis, contract administration, capital improvements, and computer operations.
Prepare or supervise the preparation of the departmental budget; review, analyze, and compile budgets of various programs or divisions; explain needs and provide justifications for items; review and decide on expenditure requests and budget variances.
Identify and secure grant funding opportunities, prepares grant applications, and ensures compliance with reporting requirements.
Manage contracts and agreements, including vendor selection, contract negotiation, administration, and performance evaluation.
Develop and implement performance metrics, dashboards, and reporting tools to track program outcomes and efficiency.
Analyze and recommend changes to rate structures, fee schedules, or cost-recovery models based on financial data and service demands.
Monitor and analyze federal, state, and local regulations affecting department operations; provide guidance on compliance requirements.
Serve as a liaison between the City and external agencies, community groups, and professional organizations.
Assist in personnel management functions, including workforce planning, position control, recruitment support, and performance tracking.
Design and maintain department databases, information management systems, and reporting tools for improved data-driven decision-making.
Facilitate project coordination across multiple departments, ensuring deadlines, deliverables, and objectives are met.
Provide professional-level support in policy development, implementation, and program evaluation.
Prepare high-quality written reports, correspondence, and presentations for executive leadership, City Council, and the public.
Problem-solve community concerns, resident complaints, and operational issues, coordinating solutions with relevant stakeholders.
Organize and maintain records, reports, and department-specific documentation.
Administer and update department webpage content, ensuring accurate and timely information.
Confer with representatives of other agencies, committee groups, boards, commissions, and vendors as required by project assignments.
Additional Department-Specific Responsibilities The Management Analyst may be assigned to various City departments. While the core job functions remain consistent, additional responsibilities may vary based on the needs of the specific department.
City Manager’s Office A Management Analyst in the City Manager’s Office serves as a strategic advisor on citywide policies, legislative analysis, interdepartmental initiatives, and public service programs. Responsibilities may include:
Budget Development: Support the preparation and monitoring of departmental and citywide budgets, ensuring alignment with City goals.
City Council & Executive Support: Prepare reports, presentations, and policy briefings for City Council, City Manager, and executive leadership and expenditure authorization.
Community Outreach Programming: Support Ignite San Jacinto Program coordination as well as other Community Outreach Programs.
Grant & Funding Management: Research, secure, and manage grants for community programs, park development, and public services.
Interdepartmental Coordination: Act as a liaison between City departments, outside agencies, and community organizations to facilitate collaboration.
Performance Measurement & Process Improvement: Implement performance tracking systems, efficiency audits, and data-driven decision-making tools.
Policy & Legislative Analysis: Track, analyze, and report on proposed state and federal legislation that may impact City operations.
Public Affairs & Community Engagement: Support the development of public outreach programs, stakeholder engagement initiatives, and community forums to enhance transparency.
Social/Digital Media: Assist in the planning, development, and execution of digital media campaigns, including content creation, scheduling, and analytics tracking using platforms such as Hootsuite. Design and produce marketing materials, graphics, and social media content using Canva, Illustrator, and other editing software while ensuring consistency with branding and outreach strategies. Monitor engagement, track performance metrics, and adjust strategies to enhance digital presence and community engagement.
Strategic Planning & Special Projects: Assist in the development and execution of citywide initiatives, strategic plans, and operational improvements.

Qualification Guidelines Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education - A Bachelor's degree in Public Administration, Business Administration, or a closely related field from an accredited College or University. A Master’s Degree is desired.
Experience - Three years of experience comparable to an Administrative Analyst with experience in governmental budgetary, project, and program analysis.
Condition of Employment Must possess and maintain a valid California Driver’s License and maintain a clean driving record for insurability through the City of San Jacinto. Failure to maintain license/insurability will result in disciplinary procedures including suspension without pay, demotion, and/or termination without Administrative or Judicial appeal.
