They serve at will based on business needs.This position is responsible for pre-application processes for Development Review of projects involving affordable housing development in City of Lakewood. The position will conceive and implement procedures for enrolling development projects involving affordable housing to 90-day fast-track permitting review per requirements and guidelines of state Proposition 123. This position will also be the initial point of contact for notification of expiring affordable units and will inform and recommend viable options for preservation of existing affordable housing in the community. The position will remain informed and current on housing needs affecting City of Lakewood residents through routine data management and analysis.**MAJOR TASKS, DUTIES AND RESPONSIBILITIES** (This job description does not intend to list every function of the position.)**ESSENTIAL FUNCTIONS*** Oversee enrollment of affordable housing development projects in fast-track permitting review via the creation and administration of standardized workflows for pre-application processes.* Provide technical assistance regarding affordable housing development and preservation on behalf of Housing and Thriving Communities and Development Assistance Divisions of City of Lakewood.* Develop, implement, and monitor program policies, procedures, and outcomes to assure compliance with Proposition 123 program requirements.* Develop, prepare, and present routine program reports on the creation, preservation, and expiration of affordable housing in Lakewood as it relates to City goals.* Serve as the primary point of contact for property owners or managers notifying City of Lakewood of expiring covenants for affordable housing.* Standardize workflows and oversee processes for tracking opportunities for affordable housing preservation including identifying opportunities to preserve naturally occurring affordable housing, developing recommendations for acquisition opportunities of affordable housing, and assuring compliance with city obligations to House Bill 24-1175.* Research and develop recommendations that will assure the continuous net growth of affordable and attainable housing opportunity in City of Lakewood.* Serve as the project manager to monitor compliance with affordability and habitability standards of city-identified affordable projects past development review and construction.* Leverages the City’s professional networks and other professional opportunities to maintain working knowledge of best practices in the industry.* Support interdepartmental approaches to community development as a key partner on housing affordability.* Responds to routine planning and zoning inquiries in person, by phone, and by e-mail from citizens and the development community as related to land development procedures.* Researches, compiles, and organizes information for special projects with minimal supervision.* Performs other duties as assigned.**ORGANIZATIONAL RELATIONSHIPS*** **Supervision Received**: Receives general supervision from the Division Manager.* **Supervision Given**: None**ESSENTIAL QUALIFICATIONS (Knowledge, Skills, and Abilities)*** **Education and Experience:** Bachelor’s or Master’s degree in urban planning, public administration, community development, or related field.* **Experience:** Two years’ experience in urban planning, process improvement, and/or affordable housing development.**Licensure/Certification/Registration*** A.I.C.P preferred.**Other Knowledge, Skills, and Abilities*** Possess the ability to handle routine cases with minimal supervision.* Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities.* Ability to manage and analyze complex data sets and utilize relevant software including the maintenance of real time data visualization.* Experience developing workflows, policies, and procedures for new programs and operations, including technical assistance to various stakeholders through rollout and implementation. Experience in refining program operations through continuous improvement.* Experience in program monitoring.* Ability to work within a team framework as a critical independent contributor on isolated process steps.* Must be able to interact with others in a positive manner and demonstrate ability to work effectively both independently and as part of a team.* Experience working within a local government agency preferred* Familiarity and experience with mechanisms of public funding and underwriting of affordable housing development preferred.* Proficiency with Power B.I., E-trackit, and/or Microsoft Office suite preferred.**Working Conditions and Physical Requirements***Must successfully complete and maintain required state or departmental physical standards and certifications.***LIGHT WORK:** Exerting up to 30 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
