Overview An Occupancy Specialist (Spanish Speaking) is responsible for the processing of applications and determining eligibility of Spanish-speaking applicants for residency in a public housing development. The incumbent interviews Spanish speaking applicants and determines eligibility based on Federal and State laws, rules, regulations and Buffalo Municipal Housing Authority policies for occupancy. This position differs from a Housing Aide in that the latter is involved with tenants and their continued occupancy as residents of a public housing development. Immediate supervision is received from the Administrator of Occupancy. Supervision is exercised over staff assigned.

Responsibilities

Processes applications for Spanish-speaking individuals seeking residency in a public housing development

Interview Spanish speaking applicants

Advise and may assist Spanish-speaking applicants in gathering the necessary documentation to complete said applications

Show developments and apartments to Spanish-speaking applicants

Determine eligibility of Spanish-speaking applicants for residency in a public housing development

Investigate financial eligibility by conducting credit checks, verifying income, etc.

Calculate rent and income of prospective tenants at initial occupancy

Determine appropriate deductions in accordance with Federal and State laws, rules and regulations in order to set rent

Interview, investigate and collect data from various sources as required

Investigate eligibility for residency by applying both economic and non-economic occupancy standards

Conduct criminal history checks

Conduct home visits

Introduce new residents to the development

Assist residents in becoming familiar with the community

May review ruling and/or appeal of Spanish-speaking applications ineligibility for a second opinion

Perform related work as required

Promotional and Open Competitive

Continuous and permanent status as a Housing Aide or Occupancy Assistant in the Municipal Housing Authority for one year

Applicants must have the ability to fluently speak and translate the Spanish language

Open Competitive options: (A) Bachelors Degree from an accredited college or university in Social Sciences or Human Services; OR (B) Associates Degree from an accredited college or university and two years of qualifying experience; OR (C) Graduation from High School, GED or Equivalency Diploma and four years of qualifying experience; OR (D) an equivalent combination as defined within the limits of A through C

*QUALIFYING EXPERIENCE

Must be full time professional work experience for a private or governmental organization where work is involved with application processing, interviewing for verification purposes, qualifying and making decisions for application eligibility in one of the following areas: real estate, personnel, credit, financial, social work or housing field.

Special Requirements

Applicants must have the ability to fluently speak and translate the Spanish language

Possession of a current NYS Driver's License which must be presented at time of appointment

Education and Knowledge For the purpose of this examination, education disciplines for Social Sciences are as follows: Sociology, History, Political Science, Communications, Economics, Psychology, Geography and Social Work.

Full Performance Knowledge, Skills, Abilities and Personal Characteristics Working knowledge of Federal and State laws, rules and regulations governing eligibility and admission into a public housing programs; Ability to conduct interviews and obtain complete and pertinent information; Arithmetic reasoning; Ability to speak and read the Spanish language fluently; Ability to understand and interpret written directions; Ability to gather, analyze and evaluate facts to draw logical conclusions and make proper determinations; Ability to communicate effectively with staff and general public; Ability to initiate, plan and supervise the work of others; Ability to get along well with others; Physical condition commensurate with the demands of the position.
