Minimum Requirements
Bachelor’s Degree from an accredited college/university in a field reasonably related to vocational rehabilitation, including but not limited to:
vocational rehabilitation counseling
psychology
disability studies
business administration
human resources
special education
supported employment
customized employment
economics
other relevant field
12 months full‑time work experience for each year required; minimum 2 years paid or unpaid experience in:
direct work with individuals with disabilities in settings such as independent living centers
advocacy activities providing experience and skills
experience as an employer, small business owner/operator, or self‑employment
human resources, recruitment, supervision, training, and related employment environments
Advanced Degree (Optional)
Master’s or Doctoral Degree from an accredited college/university in a field such as:
vocational rehabilitation counseling
law
psychology
disability studies
business administration
human resources
special education
management
public administration
other relevant field

Job Description The incumbent provides independent professional vocational rehabilitation counseling to individuals with disabilities, develops and implements Individual Plans for Employment, coordinates complex services, and offers technical assistance to internal and external customers. The position requires balancing multiple priorities, maintaining goal‑directed performance under tight timeframes, and interacting courteously with others. Core responsibilities include:
Assessing medical, psychological, and vocational information to determine eligibility for services.
Developing and implementing individual employment plans with client participation.
Authorizing, coordinating, and negotiating services to achieve employment outcomes.
Conducting in‑depth interviews to determine eligibility and feasibility of vocational goals.
Managing resources to ensure financial accountability under state and federal regulations.
Collaborating with community partners and employers to secure job placement opportunities.
Providing technical assistance and specialized training to internal customers, and participating in training to enhance competency.
Maintaining client information, case records, correspondence, and other automated functions.
Knowledge, Skills, and Abilities
Knowledge of theories and practices in vocational rehabilitation guidance and counseling.
Knowledge of interviewing techniques, medical and psychological aspects of disability groups, and effective communication principles.
Knowledge of employment and vocational rehabilitation resources and data analysis methods.
Ability to compile, organize, and analyze medical, vocational, and psychological data.
Ability to administer tests, analyze results, and provide counseling and guidance in career planning.
Ability to develop individual vocational rehabilitation programs and place clients appropriately.
Ability to communicate effectively and establish effective working relationships with others.
Background Screening Requirement Applicants selected for interview will undergo level 2 employment screening, including fingerprinting for statewide criminal and juvenile records checks through the Florida Department of Law Enforcement and federal criminal records checks through the Federal Bureau of Investigation. All selected applicants must complete the required consent forms and submit fingerprints.
