Overview The Eugene Police Department (EPD) is a progressive, professional law-enforcement agency that serves the city of Eugene, Oregon. As a Community Service Officer, you will help fulfill this mission by responding to non in progress criminal calls for service, assisting at crash scenes, providing additional resources to EPD Police Officers, and creating detailed in-depth police reports. Bilingual Pay Benefit:

Responsibilities

Responds to and assists at non-emergency calls for service and may handle routine calls independently, such as arranging for towing vehicles, retrieving stolen property, providing assistance at routine accident scenes, performing traffic control and traffic hazard removal, and serving subpoenas and citations.

Prepares, or assists with the preparation of, written reports on incidents that do not require a police officer response, including non-in-progress report calls and non-criminal requests for assistance and parking complaints. Ensures inclusion and accuracy of all pertinent information.

Serves as desk officer, taking routine police reports and providing information to the public; refers people to the appropriate criminal justice and/or social service agency; frequently manages high-stress interactions with the public.

Handles a variety of prevention issues, requests, and complaints; assesses situations and decides upon appropriate responses and/or recommended actions.

Represents the Eugene Police Department at community meetings and events; performs community outreach.

Supports and respects diversity in the workplace.

Assists at major incident scenes by providing traffic direction and logistical support.

Serves as contact person to citizen inquiries and provides information on public safety regulations, policies, and procedures, as appropriate.

Minimum Qualifications

Experience

One year of experience providing service to the public or providing assistance in a social service and/or criminal justice environment. Experience in a public safety environment is preferred.

Education

High school diploma or GED.

Background

Must pass a police background investigation. No felony convictions at any time. No Class A misdemeanor convictions within the last 24 months.

Physical

Must pass a physical assessment and drug test.

License

Valid Oregon driver’s license (or the ability to obtain by date of hire); must pass driving records check and maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Knowledge, Skills & Abilities The ideal candidate will have the following knowledge, skills, and abilities

Knowledge of:

General knowledge of Police operations, or the ability to learn in a reasonable amount of time. Function of City departments, other public service providers and local social service agencies.

Crime prevention practices and personal safety concepts. Appropriate city ordinances and traffic control regulations.

Online computerized resource systems, or the ability to learn in a reasonable amount of time. Geography and address system of City and Lane County, and jurisdictional boundaries.

Ability to:

Prepare legible written reports with accurate information, proper spelling, and grammar; testify in court with professionalism and clarity.

Interpret and apply program information in work decisions; effectively enforce non-violent code requirements and investigate complaints.

Work in a team with sworn officers in a variety of incidents.

Respond quickly and calmly in potential emergency situations; operate office equipment, radio, hand tools, van and truck.

Acquire effective presentation skills and communicate ideas clearly to groups of varying sizes.

Perform basic clerical duties and read maps.

Interact with the public and diverse groups with courtesy and good judgment; explain policies and procedures clearly.

Lift and carry heavy items and work outdoors in various weather conditions.

Attend out-of-town training as required; be available to work varying shifts and/or irregular hours; maintain a good driving record; access computerized city and criminal justice files; follow verbal and written instructions.

Bilingual Pay Benefit Per the EPEA contract, the City pays an additional 5% for a required intermediate or advanced level language competency. Qualification requires demonstrated fluency and a successful fluency examination administered by the City’s Employee Resource Center division.
