ESSENTIAL JOB FUNCTIONS
Performs field evaluation duties in the implementation of the appraisal process.
Reviews section maps, plats, surveys, sketches, aerial photographs, and various other documents of a technical and/or legal nature.
Assists in the appraisal of varied types of property.
Assists in the assessment of commercial and industrial properties including use of the income approach to value under supervision.
Estimates allowances for physical deterioration and functional and economic obsolescence when using the cost approach to value.
Contacts property owners and obtains information for use in evaluating property.
Compiles records necessary for building and land appraisals including building permits, blueprints, maps, zoning classifications, legislative resolutions, variances, deed restrictions and special permits.
Measures perimeter of structures.
Draws sketches to scale.
Computes land area and perimeter of structural improvements when necessary.
Reviews property records to ensure accuracy and updates as necessary.
Compiles recent sales data from local governmental records, title and abstract sources, newspaper reports, and real estate listings.
Verifies and adjusts data based on differences in physical, legal or economic factors in order to ascertain indications of market value (subject to supervisory review).
Performs market studies to ascertain changes in market conditions and resulting needed changes in assessment practice.
Prepare reports that include narrative data and sketches.
Provide assessment information to public.
Performs related work as required.
Researches source records and documents.
Creates and modifies data files by entering electronically converted data into appropriate database system.
Makes manual and/or visual checks of preliminary data and final product to ensure quality control of all data entering the system.
Produces maps, plots, graphic simulation and manuscript data as requested.
Maintains accurate records and documentation of work performed.
Creates tax maps for Departmental and County use.
Assists GIS Manager in maintaining database and keeping information current.
Verifies deed descriptions and determines tax identification numbers.
Verifies land descriptions and parcel numbers.
Provides information and assistance to other County employees and the general public concerning County maps and property.
REQUIRED KNOWLEDGE AND SKILLS
Knowledge of valuation and equalization principles and practices.
Knowledge of assessor processes, procedures, terminology and accepted standards.
Knowledge of assessment reports, records, and documentation.
Knowledge of customer service standards and protocol.
Knowledge of terminology and understanding legal documents relating to real property.
Skill in exercising independent judgment when placing assessments, and ability to defend those decisions.
Skill in performing and coordinating a variety of assessor functions.
Skill in responding to inquiries and providing assistance to taxpayers.
Skill in establishing and maintaining effective working relationships with other staff, independent appraisers, County departments and personnel, outside agencies, and members of the public.
Skill in interpreting plats, maps and blue prints.
EDUCATION AND LICENSE/ CERTIFICATIONS
Associate Degree or higher.
Need a South Carolina License Appraiser or ability to acquire one within two (2) years of employment and good standing with LLR.
ADDITIONAL QUALIFICATIONS
Must possess a valid SC Driver's License.
Frequent stops requiring you to get in and out of a vehicle.
Standing, stooping and bending to perform daily office work.
Walking around the exterior of new construction carrying measuring devices and clip board.
Required to walk up steep hills and down declines to view property.
Lift 50 pounds and stand on your feet for a long period of time.
Go to remote parts of the county to inspect and appraise property.
Ability to tolerate different weather conditions and temperatures.
Ability to use a laptop and proficient with Assessor’s CAMA system.
Be able to tolerate exposure to variable weather conditions, rough terrain, construction sites, wild animals and potentially hostile taxpayers.
