Pathfinder Consultants is a Service-Disabled Veteran-Owned Small Business (SDVOSB) based in Washington, DC. Pathfinder is looking for a candidate to fill a Contract Specialist position for contract supporting for the Department of Veterans Affairs, Network Contracting Office 19 in providing full lifecycle acquisition support services. This is a fully remote position.
Responsibilities and Duties:
The candidate shall provide professional federal acquisition support services and business aid to the customer and provide support in all aspects of pre-award and post-award functions (excluding negotiation), using a wide range of contracting methods and types.
The following is a general description of the support services that the candidate will be required to provide during the life of the resulting task order.
The Contractor shall perform all acquisitions functions in accordance with the Federal Acquisition Regulations (FAR), Veterans Affairs Acquisition Regulation (VAAR), and all other applicable regulations and policies.
The Contractor shall perform all pre-award procurement functions including, but not necessarily limited to, market research/analysis to determine availability of the requirement; preparing contractual documents such as solicitations, awards, and related documentation using the Electronic Contract Management System (eCMS); coordinating with requiring activities, industry, and other stakeholders; and completing contractual files.
The Contractor shall perform all post-award procurement functions including, but not necessarily limited to, preparing modifications, tracking contractor performance for compliance with terms and conditions of contracts; prepare letters, memoranda documents, or reports that support contractual actions or recommendations for contracting officer approval and signature and contract close-outs.
General IT systems utilized are EIS (Enterprise Information System), Microsoft Word, Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, Microsoft Teams, Adobe Acrobat, Internet Explorer, eCMS, Contract Opportunities, CPARS/PPIRS, SAM, GSA eBuy.
Qualifications Minimum Requirements:
The Contract Specialist shall have a minimum of two (2) to four (4) years of experience in conducting comprehensive federal acquisition support activities with a working knowledge of Federal Acquisition Regulations (FAR) as described below.
Education: Bachelor's Degree with at least 24 semester hours among accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
Additional Required Knowledge and Skills:
In addition to the experience and educational requirements described, the Contract Specialist shall clearly possess the following knowledge and skills:
Ability to communicate effectively, both orally and in writing.
Ability to conduct comprehensive research and analysis of technical and cost contracts.
Ability to read and interpret acquisition policy, and regulations.
