Sr. Property Manager
Location: Bronx, New York.
Job Overview Phipps Houses, a leading not-for-profit developer & owner of affordable housing, seeks an experienced, energetic Senior Property Manager to lead day‑to‑day management of a mixed‑income portfolio of 10 properties and over 1,400 units, including Tax Credit, HUD senior, cooperatives, and supportive housing. The role requires supervising a large portfolio, tax‑credit compliance, and managing a staff of direct reports.
Salary: $82,000–$92,000 (based on experience and education). Eligible for an annual discretionary bonus.
Essential Duties and Responsibilities
Tenant communications and coordination of social services when appropriate
Rent subsidy management with various agencies
Coordinate annual unit inspections and needed repairs
Ensure any building violations are promptly corrected
Approve applicants for HUD‑subsidized units
Execute leases for new move‑ins, renewals, and transfers
Coordinate make‑ready of units for re‑rental
Oversee rent collections and delinquencies, repayment agreements
Oversee legal services related to lease enforcement and delinquent accounts
Approve invoices for payment
Work with the Purchasing Department for procurement of services and materials needed
Prepare for annual HUD REAC inspection
Prepare and submit annual owner certification reports to regulatory agencies
Work with governmental agencies and site staff to ensure overall regulatory compliance (HUD, HPD, HDC, DHCR, etc.)
Evaluate personnel requirements and other management site costs and make recommendations accordingly
Supervisory Responsibilities Manages site staff at the assigned properties. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Technical Skills Knowledge of Yardi software, On Site, Site Comply, other database software, order processing systems, Excel spreadsheets. Knowledge of HUD and LIHTC rent and income calculation formulas, eligibility rules.

Knowledge of the 4350 HUD Handbook for multifamily properties
NYC landlord‑tenant law
Rent Stabilization rules
Other Skills And Abilities Bilingual (Spanish) a plus.
Education And Experience
Associate’s degree (60 or more college credits) required; Bachelor’s degree preferred
5 years experience managing affordable residential rental properties
Supervisory experience of 5 or more staff
Excellent interpersonal and communication skills for daily interaction with tenants
Excellent written and verbal communication skills
