Colorado Department of Revenue . This position independently assesses the compliance status of various oil and gas facilities by comparing on‑site conditions with permits, court orders, and commission rules.

Department Information The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorado’s natural resources, including oil and gas, geothermal energy, and carbon capture & storage. The Compliance Team performs field assessments, investigates complaints, provides training, and enforces regulations to protect public health, safety, and the environment.

Job Duties

Compliance Assessments:

Determine the compliance status of oil and gas facilities by comparing onsite conditions to permit conditions, commission orders, and commission rules. Coordinate with local inspectors or other ECMC staff; document results in COGIS.

Observe Construction Activities:

Evaluate activities such as casing cementing, plugging, and mechanical integrity tests. Determine if activities meet commission rules and industry standards, and recommend whether to issue informal communication, corrective action, enforcement, or a safety shutdown.

Investigate Complaints:

Assess complaints received from the public, determine compliance status, and recommend actions such as communication, corrective action, or enforcement. Respond to complainants and document outcomes.

Other Duties:

Provide technical guidance to stakeholders, refer issues for further investigation, train industry and local government, evaluate and propose rule changes, and give expert testimony.

Qualifications

Minimum Qualifications:

Five (5) years of experience in an occupational field related to oil and gas exploration, production, or permitting. Substitutions: high school diploma or GED with additional education billed year‑for‑year; the required experience must be substantiated in the work experience section of the application.

Preferred Qualifications:

Excellent written and verbal communication skills; familiarity with Colorado oil and gas rules; experience with coal bed methane and subsurface operations; knowledge of drilling, workover, cementing, and completions; current safety training certificates; customer service or public service experience; field equipment proficiency; and experience with DCA or state agencies.

Conditions of Employment

Must possess a valid State of Colorado driver’s license and be able to respond to emergency situations on weekends, holidays, and evenings.

Must be willing to travel to out‑of‑town hearings and conduct extended overnight travel as required.

Must be able to handle up to 20 lbs. of force occasionally.

Must possess strong computer skills, especially in Microsoft Office, Excel, Word, and Google applications.

Must be legally eligible to work in the United States; no visa sponsorship.
