Overview Texas Health and Human Services Commission (HHSC) seeks a highly qualified Contract Specialist III to manage and monitor contracts for community care services, ensuring compliance with state and federal regulations.

Essential Job Functions

Identify and onboard new service providers, monitor legal and regulatory requirements, and provide orientation and technical assistance on program rules.

Prepare, maintain and negotiate contract documents and amendments, and upload to HHSC repository system.

Conduct pre‑monitoring activities, prepare monitoring tools and schedules, and complete required reporting.

Monitor contractor performance, conduct investigations, recommend actions or sanctions, and ensure contract compliance.

Provide guidance on contract administration, assist team members, and perform additional duties as assigned.

Responsibilities

Develop and evaluate a broad range of contracts and amendments.

Assist in training staff and developing materials.

Perform special assignments and supervisory duties as needed.

Travel up to 35% of the time.

Qualifications

Senior level knowledge of contracting, procurement regulations, negotiation, business administration, accounting principles, and contract management policies.

Knowledge of contract enrollment and maintenance procedures, state and federal laws, and community care services programs.

Skills: managing multiple priorities, strong verbal and written communication, computer proficiency.

Ability: evaluate contracts, analyze fiscal data, write and edit contract specifications, train others, supervise work.

Experience: interpreting state/federal laws, mentorship, contract management, and monitoring – three years full‑time health and human services experience preferred.

Certification: Certified Texas Contract Manager required within twelve months of hire.

Legal & Compliance HHS agencies use E‑Verify and require I‑9 documentation on the first day of work.
