Join a mission‑driven team supporting a federal agency by providing expert‑level contract administration and acquisition support for complex and high‑visibility procurement actions. This role is designed for a seasoned Senior Contract Specialist who exercises advanced judgment, leads complex acquisitions, and serves as a trusted advisor to program leadership. The SCS II supports the full lifecycle of complex contracts, including competitive FAR Part 15 procurements, acquisition innovation initiatives, and financial assistance instruments, while ensuring compliance, efficiency, and best‑value outcomes in support of agency mission objectives.

Key Responsibilities

Serve as a senior technical resource and advisor for complex acquisitions supporting agency programs and operations.

Lead and support the full contract lifecycle for complex procurements, including acquisition planning, pre‑award activities, contract award, modifications, and post‑award administration.

Develop, review, and approve complex solicitation documents, including RFIs, RFPs, RFQs, SOWs, PWSs, IGCEs, and market research documentation, including FAR Part 15 competitive procurements.

Propose and execute acquisition innovation techniques, with concurrence of the Contracting Officer, to reduce procurement lead times and improve efficiency.

Ensure acquisition actions comply with the Federal Acquisition Regulation (FAR), agency supplements, Executive Orders, statutes, and internal policies and procedures.

Coordinate closely with Contracting Officers, senior program officials, finance, legal, and technical stakeholders to execute complex and sensitive procurement actions.

Analyze business needs and determine appropriate contracting vehicles, contract types, and acquisition strategies.

Perform advanced price and cost analysis to support solicitation development, proposal evaluation, negotiations, and contract modifications.

Lead negotiations and serve as a primary cost/price negotiator for complex contracts, modifications, and assistance awards.

Prepare, negotiate, and execute contract modifications, option exercises, task and delivery orders, and administrative changes.

Monitor contractor performance on complex, long‑term contracts and assist in resolving performance, compliance, delivery, and payment issues.

Interpret contract provisions and provide authoritative guidance to contractors and Government officials.

Coordinate contract administration activities for complex technical service contracts across multiple contract types (FFP, FPIF, FPAF, T&M).

Track contract funding, obligations, deliverables, and periods of performance to ensure execution within authorized limits.

Support contract closeout activities and ensure all performance, payment, and documentation requirements are met.

Assist in the preparation of agency responses to protests, audits, internal reviews, and risk assessments.

Award and administer grants, cooperative agreements, and other Federal financial assistance instruments, as required.

Prepare, process, and manage Interagency Agreements through G‑Invoicing or Treasury Forms 7600A and 7600B.

Provide technical guidance, mentoring, and direction to less experienced acquisition staff.

Serve as a central point of contact for internal and external stakeholders on complex acquisition and administrative matters.

Recommend or initiate actions to safeguard Government interests and ensure regulatory compliance.

Education and Experience Education:

Bachelor’s degree in any field required, with

24 semester hours

in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizations and management.

Experience:

Minimum of

eight (8) years

of direct experience in Federal contracting with at least

one (1) year

of specialized experience equivalent to the Federal Government

GS‑14 grade level

performing complex acquisition support and advisory functions. FAC‑C (Professional), DAWIA Contracting (Professional), or comparable non‑Federal certifications such as NCMA CFCM or CPCM.

Skills and Qualifications

Mastery of Federal acquisition laws, regulations, policies, and procedures governing complex pre‑award and post‑award actions.

Advanced expertise in complex contract types, competitive acquisition methods (including FAR Part 15), and contract administration practices.

Demonstrated experience applying acquisition innovation techniques to improve procurement outcomes.

Strong analytical and problem‑solving skills to resolve complex acquisition, pricing, and contractual issues.

Advanced negotiation skills to protect Government interests and achieve best‑value results.

Excellent written and oral communication skills, including the ability to present findings and advise senior stakeholders.

Ability to independently manage competing priorities and complex workloads with minimal oversight.

Knowledge of Federal financial assistance, grants management, and Interagency Agreement processes, as required.
