Join a mission-driven team supporting a federal agency by providing senior-level contract administration, acquisition, and financial assistance support for complex and high-impact programs. This role is designed for an experienced Contract Specialist who serves as a trusted technical advisor, leads complex procurements, and applies expert judgment to protect the Government’s interests. The Senior Contract Specialist I plays a critical role in shaping acquisition strategies, negotiating complex actions, and ensuring compliance with federal laws, regulations, and policies while supporting mission‑critical operations.

Key Responsibilities

Serve as a senior technical advisor and acquisition resource for program offices, providing expert guidance on procurement strategy, contract execution, and administrative matters.

Lead and support the full contract lifecycle for complex acquisitions, including acquisition planning, pre‑award, award, post‑award administration, modifications, and closeout.

Develop and implement tailored acquisition strategies, including the use of acquisition innovation techniques, to improve efficiency, reduce timelines, and support mission outcomes.

Prepare and review complex solicitation packages, including RFIs, RFPs, RFQs, SOWs, PWSs, IGCEs, evaluation plans, pricing methodologies, and supporting documentation.

Conduct detailed market research and analyze business practices and market conditions to inform procurement decisions.

Apply mastery knowledge of the Federal Acquisition Regulation (FAR), executive orders, statutes, and agency policies to ensure compliant and defensible acquisition actions.

Analyze business and program needs to determine the most appropriate contracting vehicles and contract types, including Firm‑Fixed‑Price, Fixed‑Price‑Incentive, Fixed‑Price‑Award‑Fee, and Time & Materials.

Perform advanced price and cost analysis, including evaluation of labor rates, material costs, indirect rates, and profit, to support negotiations and award decisions.

Lead and participate in complex negotiations, including contract awards, modifications, equitable adjustments, and dispute resolution, to ensure best value outcomes.

Monitor and coordinate contractor performance on long‑term and technically complex contracts, including review of deliverables, approval of progress payments, and verification of performance.

Execute contract modifications, extensions of period of performance, and contract terminations for convenience or non‑performance as required.

Maintain official contract files and documentation in accordance with records management and audit requirements.

Support the development and analysis of procurement budgets and funding plans for new and ongoing acquisition actions.

Serve as a primary point of contact for internal and external stakeholders on acquisition, administrative, and contractual matters.

Assist customers in developing statements of work, procurement strategies, and evaluation criteria aligned with program objectives.

Prepare agency responses to protests, audits, and reviews related to contracting actions.

Manage and oversee complex procurement programs and initiatives that serve as models or guides for other acquisition activities.

When required, award and administer grants, cooperative agreements, and other financial assistance instruments, including eligibility determinations, solicitation of applications, negotiations, and post‑award oversight.

Conduct post‑award reviews and analyses to identify financial, administrative, and performance risks and support audit resolution efforts.

Prepare, process, and manage Interagency Agreements, including transactions through the Treasury G‑Invoicing system or Forms 7600A and 7600B.

Ensure all acquisition and financial assistance actions safeguard the Government’s interests and fully comply with applicable laws, regulations, and policies.

Education and Experience Education:

Bachelor’s degree in any field, including at least 24 semester hours in one or more of the following: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizations and management. Experience:

Minimum of four (4) years of direct experience in federal contracting, with at least one (1) year of specialized experience equivalent to the Federal Government GS‑12 grade level.

Skills and Qualifications

Mastery knowledge of federal contracting principles, laws, regulations, and procedures applicable to pre‑award and post‑award actions.

Advanced expertise in contract types, acquisition methods, contract administration, and oversight of complex, long‑term contracts.

Strong negotiation, analytical, and problem‑solving skills, including the ability to resolve complex and ambiguous acquisition issues.

Experience applying acquisition innovation techniques and alternative procurement approaches.

Ability to analyze financial and cost data, assess contractor financial stability, and support complex pricing decisions.

Excellent written and verbal communication skills to present findings, recommendations, and negotiation positions to senior leadership.

Ability to work independently with minimal supervision while balancing competing priorities and short deadlines.

Desired certifications include FAC‑C (Professional), DAWIA (Professional), or equivalent industry certifications (e.g., NCMA CFCM or CPCM).
