Minimum Requirements: Bachelor’s Degree Attainment of a Bachelor’s degree from an accredited college or university in a field of study reasonably related to vocational rehabilitation, to demonstrate basic preparation in a field such as:

vocational rehabilitation counseling

psychology

disability studies

business administration

human resources

special education

supported employment

customized employment

economics

other fields that reasonably prepare individuals to work with consumers and employers

Years of Experience:

For each required year, applicants must have 12 months of full‑time experience to receive credit for an entire year.

Two or more years of paid or unpaid experience, including at least one full year of work that counts toward the experience requirements.

Direct work with individuals with disabilities in settings such as an independent living center.

Direct service for advocacy activities that provide individuals with experience and skills in working with disabilities.

Direct experience as an employer.

Direct experience as a small business owner or operator.

Direct experience in self‑employment.

Experience in human resources.

Experience in recruitment.

Experience in supervising employees.

Experience in training.

other fields that provide confidence in the employment sector, in a disability field, or in both business‑related and rehabilitation‑related fields

Job Description The employee must be productive under tight timeframes, balance multiple and competing priorities, and maintain goal‑directed behavior and performance. The employee must interact courteously with others, demonstrate consideration of the workload concerns of others, and prevent negative impacts on productivity and morale. Attendance is an essential function. The incumbent is responsible for providing independent professional vocational rehabilitation counseling to individuals with a diversity of disabilities so that they may attain employment, coordinating complex services, and providing technical assistance on vocational rehabilitation issues to internal and external customers.

The incumbent accesses client information, maintains case records, produces correspondence, and performs other automated functions within the scope of the position’s responsibilities.

Key responsibilities include: assessing medical, psychological, and vocational information; developing and implementing Individual Plans for Employment; providing counseling to individuals with disabilities who require complex vocational rehabilitation strategies; authorizing, coordinating, and negotiating services for successful employment outcomes; devising job placement opportunities; developing employer contacts and serving as liaison with employers; utilizing community rehabilitation resources; collaborating with community partners; conducting in‑depth interviews; managing resources for financial accountability; and providing technical assistance and specialized training to internal customers.

The incumbent participates in training experiences designed to enhance professional competency and performs other duties as required.

Knowledge, Skills, and Abilities

Knowledge of theories and practices in vocational rehabilitation guidance and counseling.

Knowledge of interviewing techniques.

Knowledge of medical and psychological aspects of disability groups.

Knowledge of effective communication principles and techniques.

Knowledge of employment and vocational rehabilitation resources.

Knowledge of methods of compiling, organizing, and analyzing data.

Ability to compile, organize, and analyze medical, vocational, and psychological data.

Ability to administer tests and analyze results.

Ability to provide counseling and guidance in career planning.

Ability to develop individual vocational rehabilitation programs and place clients appropriately.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships.

Background Screening Requirement The Florida Department of Education requires level 2 employment screening under Chapter 435, Florida Statutes for all applicants selected for an interview. This includes fingerprinting, state and federal criminal background checks, and possible local checks.
