BASIC FUNCTIONS:
Process and audit accounting and bookkeeping records for Carlton County Transfer Station and Zoning and Environmental Services Department. Audit and process payments and billings, process collected receipts, post transactions, and balance and reconcile accounts to issue and receive payments and maintain appropriate accounting and bookkeeping records relating to the Zoning and Environmental Services Department. Establish and maintain contracts and licensing. Provide secretarial and administrative support to the Zoning and Environmental Services Department. Primary source of information for the public regarding Carlton County Zoning and Environmental Services ordinances, services and applicable state and federal regulations.
ESSENTIAL FUNCTIONS: Bookkeeping and Accounting (Carlton County Transfer Station and Zoning and Environmental Services)
Prepare, edit and maintain accounts payable and accounts receivable. Audit bills, claims and related documents by recalculating and reviewing to ensure accuracy of transactions and conformance with relevant payment conditions. Balance accounts by computing totals and comparing results to external controls to ensure accuracy of accounts and to identify discrepancies. Reconcile account discrepancies by identifying errors, tracing errors to their sources, obtaining and entering corrections. Post payments from transfer station, post transactions to ledger and billing program, verify accounts, and prepare invoices. Prepare claims, invoices, purchase orders, accounts payable and other documents relating to receipts, expenditures, transfers and other transactions to ensure that transactions are accurate and in conformance with established policies, contracts, appropriate accounting practices, and that adequate funds are available; recommend corrective actions as necessary to Zoning and Environmental Services Administrator. Create accounts receivable documents for billable items by calculating rates, collecting/compiling data and preparing invoices. Maintain accurate records for the three types of taxes collected at the transfer station and pay monthly. Process transfer station daily cash counts, verify for accuracy, and communicate with cashiers for discrepancy solutions. Track and post credit card transactions. Process transfer station accounts payable and accounts receivable monthly using Paradigm Software. Update program fee schedules. Send monthly reports to WLSSD for processing. Compile project bids, provide bid abstract and create contract. Ensure contract is paid according to approved document. Track and document delinquent accounts. Contact vendors for payment. Process bad checks. Maintain files and documentation on progress of payment.
Reporting
Prepare periodic reports to document transactions and budget conditions. Provide account information to appropriate employees or members of the public as requested. Analyze, update and maintain all aspects of the Carlton County Transfer Station related bookkeeping, accounts, contracts and licensing. Develop, prepare and maintain record keeping for various programs, fees, permits, budgets and accounts using paper and computerized systems. Prepare monthly, quarterly and annual reports. Prepare reports as required by ordinances and present findings to Zoning and Environmental Services Administrator, Carlton County Auditor, and State of MN. Monitor departmental financial transactions by reviewing, analyzing, classifying and reconciling accounting transactions such as expenditures, revenues, receipts, transfer and adjustments; recommend corrective actions when necessary; ensure that department stays within budget limitations by informing Zoning and Environmental Services Administrator of limitations. Audit preparation for state auditor’s office.
Land Use Permitting
Review permits pertaining to Carlton County Zoning and Environmental Services ordinances. Confirm the accuracy and completion of submitted permit applications. Perform permit application intake procedures including assisting the public. Review site plans for structures, distance of structures to property lines and rights-of-way or other relevant setbacks including the ordinary high water level (OHWL) of shoreland properties. Review site plans for lot size requirements. Prepare notification letters to property owners for issues relating to non-compliance with County Zoning and Environmental Services ordinances and state regulations. Make interpretations of ordinance provisions under general supervision of Zoning and Environmental Services Administrator. Coordinate permitting and certain land use cases with other staff, departments, technical consultants and other governmental agencies. Inform public (written and oral), respond to questions and educate regarding Carlton County Zoning and Environmental Services ordinances and services and applicable state and federal regulations. Perform general research for various public hearings (variances, conditional uses and rezoning requests), permit applications and complaints. Research property subdivision history to identify nonconformities and lots of record. Serve as Board of Adjustment and Planning Commission Zoning and Environmental Services alternate representative and alternate Recording Secretary. Prepare agendas, legal advertisements and legal notices. Attend meetings as requested; act as facilitator when necessary. Adhere to statutory deadlines for public hearings and permit action. Assist with policy and procedure development and implementation.
Communication with Public
Serve as the primary source of information for the public. Communicate with county offices, vendors, contractors, haulers, cashiers, bank employees, credit card companies, collection agencies, and others regarding accounts. Respond to customer inquiries and complaints pertaining to cash, check and credit card transactions at the transfer station. Receive zoning and nuisance complaints and resolve or refer appropriately. Respond to zoning inquiries by phone, emails and letters. Serve as liaison with the public, contractors, utility companies, realtors, attorneys, surveyors and other government agencies to exchange detailed and/or technical information. Communicate annually with MN Department of Revenue auditors regarding transfer station accounts. Contact customers for payment of nonsufficient fund checks. Contact charge customers regarding late payments.
Clerical Support
Develop and maintain filing and information retrieval systems, both manual and automated, that will ensure information is readily accessible as needed; suggest new applications based on departmental needs. Prepare correspondence by compiling, typing and proofreading memoranda, letters and reports. Perform secretarial services for the Zoning and Environmental Services Administrator. Maintain accurate, legible and complete files.
Other Duties
Perform laboratory testing of drinking water samples. Substitute for the P/T Transfer Station Cashier as needed (see P/T Transfer Station Cashier Position Profile).
Qualifications MINIMUM QUALIFICATIONS:
Education and Experience:
Two (2) year degree in accounting, business administration or related field; AND Full-time accountant work experience to total four (4) years. Or an equivalent combination of education and experience sufficient to perform the essential functions of the job.

Training as required to perform essential functions.
Certificates/Licenses Required:
Must hold a valid Minnesota driver’s license and current insurance.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
