TITLE: Assistant Superintendent of Business

QUALIFICATIONS:

CSBO endorsement (preferred)

A minimum of 3-5 years of administrative experience

A minimum of 3 years of Business Office experience

Prior CSBO/Business Manager experience

Education background in Business or Accounting

SUPERVISION: Superintendent

OVERSEES: Business Office Department, Food Service, Transportation, oversight of all facility/grounds renovations, life safety and construction projects.

POSITION OVERVIEW: SEDOL is seeking an Assistant Superintendent, who reports to the Superintendent. The Assistant Superintendent of Business is responsible for all business and financial operations of the district and the operation and maintenance of district facilities. The Assistant Superintendent of Business is the district’s treasurer and is responsible for investing funds and the reporting requirements related to this position. The Assistant Superintendent of Business is a member of the Administrative Team, Ad Council and Supervisory Administration Team (SAT).

PERFORMANCE RESPONSIBILITIES:

Fulfills all business and financial related responsibilities associated with the Interim Assistant Superintendent of Business position and the treasurer’s role.

Member of the Administrative Team, Ad Council and SAT.

Prepares Board action items and supporting materials, attends Board meetings (both Executive and Governing boards) and provides related oral and written reports.

Prepare the district’s budget, financial report and financial forecasts. Provide said reports to appropriate parties.

Prepare and provide required reports for the district’s audit.

Assist member districts in IDEA grant management, including conducting professional development meetings.

Manages the district’s Medicaid reimbursement program.

Prepare and provide local, state and federal required reports and publish, disseminate and provide to appropriate parties.

Oversees local, state and federal grants and reimbursements.

Supervises transportation, food service, operations, maintenance and business departments.

Supervises payroll, benefits, bookkeeping, accounts payable, accounts receivable, grant management and purchasing.

Serves as the district’s agent for the Illinois Municipal Retirement Fund and Teachers Retirement Systems.

Oversees the District’s risk management, workers compensation and insurance policies.

Oversees the District’s health, dental, life and other ancillary insurance policies.

Participate in budget staffing discussion and update district staffing model.

Manage district bond requirements.

Prepare billing rates for all SEDOL services.

Manages building usage and leasing of District facilities.

Manages leases of rental properties that the District occupies.

Serves on the District’s negotiations team, providing strategy, contract language analysis, interpretation and financial analysis.

Oversees all development and administration of facility and grounds renovation, life safety work and new construction.

Administers inventory control program for the District’s buildings, building content, supplies and equipment.

Oversees the school lunch program, which includes the administration for the state/federal free and reduced lunch program. This includes: food service bid writing, wellness committee, breakfast/lunch claims, and other reporting and audit requirements.

Oversees records retention and destruction related to areas of responsibility.

Serves as one of the District’s FOIA officers.

Serves as administrative lead for the Board’s Finance Committee. Provides administrative advisement to other Board committees.

Supports and facilitates the achievement of the district strategic goals.

Maintains regular daily attendance in order to successfully fulfill job responsibilities.

Performs other duties and responsibilities as assigned by the district Superintendent.
