Advanced technical and lead position responsible for providing field leadership, managing work schedules, training, and accountability of the Damage Prevention Specialists. Ensure compliance with PHMSA regulation 49 CFR Parts 192.614 and 192.935pertaining to a Damage Prevention Program and NCGS Chapter 87 Article 8A pertaining to Underground Utility Safety and Damage Prevention Act. Work involves overseeing the assignment and completion of NC811 locate requests and serves as the primary field coordinator and first point of escalation for contractors, internal departments, and staff regarding locate and damage prevention activities. Employees in this classification perform complex locate work, assist with damage investigations, enforce safety and locating standards, and coordinate workflow across the division. Work is performed under the regular supervision of the Damage Prevention Supervisor. This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length , operation of motor vehicles, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils. Supervise and coordinate the daily activities of the Damage Prevention Specialists; provide on the job training to enhance skills and knowledge of the Damage Prevention Specialists; locate and mark natural gas, electric, water, sewer and fiber optic utilities providing location for NC811 locate tickets, other utilities, and City Departments; coordinate and/or inspect construction activities crossing or exposing the natural gas transmission pipeline, fiber optic cables, natural gas distribution pipelines, distribution electric facilities, distribution water facilities and wastewater collection systems; investigate third party damages; prepare and maintain maps, files, and records. Manages the NC811 One Call System for utilities including entering and clearing tickets for location and providing positive response for active locate requests. Schedules daily activities and maintains accountability of the Damage Prevention Specialist. Completes utility locates for natural gas transmission and distribution lines, fiber optic telecommunication cables, electric distribution lines, water distribution lines and wastewater collection lines. Coordinates utility locate schedules between utility and third-party excavators & installers; completes utility locates and documentation per state law requirements. Communicates to appropriate City personnel, if notification is received from a contractor about excavation damage to utilities; investigates third party excavation damages. Coordinates and/or performs inspections of construction near, crossing, or exposing the natural gas transmission pipeline, fiber optic cable, natural gas distribution pipelines, electric distribution cables, water distribution lines and wastewater collection systems. Participates in as-built and project documentation required for natural gas, electric, water, wastewater and fiber optic facilities; completes map corrections and reviews maps for quality assurance. Manages encroachment permit submittals by Third-Parties attempting to perform construction activities near underground utilities. Assists in the installation of critical asset markers, performs critical asset right of way maintenance as needed. Assists the Damage Prevention Supervisor with planning, workflow management, and process improvements. Coordinates field presence during major excavation projects or high-risk work zones. Maintains locating tools and equipment; identifies equipment needs and recommends upgrades or replacements. Discusses job requirements with and receives detailed instructions from supervisor. Promotes and enforces safety protocols and proper use of PPE. Participates in compliance related audits with the North Carolina Utilities Commission (NCUC) as needed. May be required to work outside normal hours in emergencies and perform on-call duties; participates in locating for emergency locate tickets; responds to after hour locates, if needed. Performs related tasks as required. Expert knowledge and experience of operating electronic locating devices; ability to read and understand locate tickets and work within the NC811 one call system; ability to read, understand, and correct utility maps to determine the location of natural gas pipelines, electric lines, water lines, wastewater lines and fiber optic cables; ability to establish and maintain effective working relationships with associates, contractors, and the general public; ability to train employees in locating techniques, safety practices, equipment use, and documentation; general knowledge of a variety of methods and tasks associated with the installation, maintenance, and repair of utility lines and their respective risks; knowledge of OSHA safety standards related to working on or near exposed energized electric components; working knowledge of the APPA Safety manual, working knowledge of water and wastewater system best management practices and familiarity with natural gas regulatory requirements. EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from high school and a minimum of five years’ experience in utility construction or maintenance including skilled experience locating underground natural gas, electric, water, wastewater and fiber optic cables. Experience in a lead, trainer, or field coordination role strongly preferred. Maintains required Operator Qualifications (OQs) under the Natural Gas Divisions OQ Program. Possession of a valid NC or SC Driver’s License. Possession of or ability to obtain CPR and basic first aid certification within one year of employment.
