GENERAL STATEMENT OF DUTIES: Plans, organizes and facilitates all urban forestry activities in the City of Newburgh includes acquisition, planting, growing, maintenance and designation of trees and shrubs for removal on City owned property.

DISTINQUISHING FEATURES OF THE CLASS This work involves the responsibility for the inspecting and determination of appropriate treatment and maintenance of trees, shrubs and flowerbeds on all City owned property. The work is performed under the general supervision of the Public Works Superintendent with considerable independence within departmental and horticultural guidelines. Performs other duties as assigned.

EXAMPLES OF WORK; (Illustrative Only)

Develops and maintains goals and policies related to urban forestry, including protection, maintenance and expansion of a sustainable urban forest.

Plans, organizes and facilitates all urban forestry activities in the City of Newburgh including acquisition, planting, growing, maintenance and designation of trees and shrubs for removal.

Inspects trees, develops a tree inventory and determines appropriate action.

Receives and responds to complaints regarding City trees and shrubs.

Prepares and maintains street tree master plan and prepares written reports for City commissions and committees as required.

Enforces ordinances and regulations governing the planting, maintenance, protection and removal of trees and shrubs on all City streets, parks and other city owned property, as well as private tress that may impact City right of way.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Good knowledge of urban forestry principles and best horticultural management practices.

Good knowledge of tree maintenance and arboriculture

Good knowledge of pesticides and their application

Good knowledge of insects and diseases that affect trees and shrubs

Good knowledge of local tree and shrub species and ability to identify same

Good knowledge of tree physiology and pathology

Ability to communicate effectively

Physical ability commensurate with the demand of the position

MINIMUM QUALIFICATIONS: EITHER

Bachelor’s Degree in environmental science, horticulture, forestry or closely related field and one year of experience in urban and community forestry related activities such as working in tree care operations, tree planting and maintenance or tree protection and enforcement. Or;

Associate’s Degree in environmental science, horticulture, forestry or closely related field and three years of experience in urban and community forestry related activities such as working in tree care operations, tree planting and maintenance or tree protection and enforcement.

SPECIAL REQUIREMENT

Possession of valid NYS Driver's License. Applicants must possess such license at the time of appointment and throughout tenure.

Possession of current certification as a Certified Arborist by the International Society of Arboriculture within 1 year of permanent appointment.

Possession of current certification as a Category 3 and 3A Pesticides Applicator, issued by NYSDEC, within 1 year of appointment.
