Overall Responsibility This position leads Carbon County's efforts to reduce wildfire risk and enhance community resilience. Reporting to the Emergency Services Director, this role bridges the gap between hazard mitigation planning and on-the-ground implementation. The Coordinator is responsible for developing, managing, and implementing fuels projects—including the operation of heavy and light vegetation management equipment. This role also manages grant funding, conducts property risk assessments, and deploys for wildfire response during the summer months.

Key Tasks And Responsibilities Project Development and Management

Project Design: Research and design strategic hazardous fuels reduction and forest health projects on County and private lands using GIS and the Utah Wildfire Risk Assessment Portal (UWRAP).

Project Oversight: Manage all phases of fuels reduction projects, including contractor bidding, contract management, and ensuring adherence to environmental regulations and budgets.

Direct Implements and Equipment Operation: Lead or participate in the physical implementation of projects. This includes the safe operation and basic maintenance of equipment such as:

Heavy Equipment: Skid steers with masticating/mulching heads, wood chippers, and tractors with brush hogs.

Light Equipment: Professional‑grade chainsaws, brush cutters, and various hand tools for fire line construction.

Transportation: Operating 4WD vehicles and trailers to transport equipment to remote project sites.

Grant Writing And Fiscal Management

Grant Acquisition: Identify, write, and submit applications for federal and state grants (e.g., CWDG, HMGP, and FFSL grants).

PC Tracking: Document all qualifying "in‑kind" prevention and mitigation hours to meet the County's annual Participation Commitment (PC) under the State FFSL agreement.

Wildfire Response And Readiness

Operational Deployment: Serve as a qualified resource for wildfire response during the summer fire season, deploying as a certified wildland firefighter (FFT2 or higher) as directed by the County Emergency Services Director.

Compliance, Assessments, And Outreach

High‑Risk Lot Assessments: Conduct site‑specific wildfire risk assessments for homes located within the FFSL High‑Risk WUI Layer. Provide homeowners with professional guidance on defensible space and home hardening.

Planning and Outreach: Maintain the County's Community Wildfire Preparedness Plan (CWPP) and conduct public education on Firewise principles.

Skills/Attributes

Technical Skill: Proficiency in mechanical thinning, mastication techniques, and fuel bed rearrangement.

Safety: Deep understanding of safety protocols around heavy machinery and felling operations.

Communication: Ability to explain technical fire risks to homeowners during property assessments professionally.

Physicality: Ability to pass the NWCG Arduous Pack Test and work in rugged, steep terrain.

Qualifications

Bachelor's Degree in Forestry, Fire Science, or Natural Resource Management (relevant experience may substitute).

3+ years of professional experience in fuels management or wildland fire.

Demonstrated experience operating and maintaining vegetation management equipment (skid steers, masticators, wood chippers, and chainsaws) and the ability to safely load, secure, and transport heavy equipment on trailers.

Must be a U.S. Citizen.

Valid Utah Driver's License required (Class A or B Commercial License preferred but not required depending on equipment weight).

Must be willing to undergo a thorough background screening and drug test.

Possession of or ability to obtain NWCG S-212 (Wildland Fire Chainsaws) and the ability to maintain NWCG FFT2 (Firefighter Type 2) or higher.

Physical Effort/Environment Work involves a mix of office‑based grant administration and strenuous fieldwork. Exposure to smoke, extreme heat, vibration from machinery, and power tools. Requires the ability to lift 50+ lbs and navigate remote areas of Carbon County. The Carbon County Emergency Services Department works under many professional protocols, laws, and regulations. Strict adherence to those currently in force—or those that may come into force—are part of this job description.
