Position is a hybrid, both on-site and remote, Dauphin County.
OCYF has a specific need for highly skilled staff augmentation to support the transition to a new statewide Child Welfare Case Management System (CW CM). This project aligns with the Governor’s Executive Order issued on July 31, 2019, to procure a statewide child welfare case management system. Current IT and data management systems must be supported until they are fully replaced by the future CW CM. OCYF plans to deploy the CW CM solution in a modular fashion, beginning discovery for the first module in summer 2025. The project also involves data clean-up, conversion, system design, and configuration activities.
Oversight/Contractor Monitoring
The Office of Children, Youth and Families, Systems and Data Management Division will oversee the work assignment.
Travel
Activities related to planning, implementation, and testing of current applications and the CW CM may require travel outside Harrisburg. OCYF supports 67 County Children and Youth Agencies (CCYA) and four OCYF Regional Offices in Harrisburg, Pittsburgh, Philadelphia, and Scranton.

Objectives of Engagement
The contractor will support the Systems and Data Management Team and subject matter experts for the future CW CM System. Responsibilities include assisting with current systems like CWIS, AFCARS, and Title IV-E QA Invoicing System, and supporting user requirements, project deliverables, and user acceptance testing for legacy and future systems. A thorough understanding of current IT systems is essential for success.
Specific Tasks
Manage multiple initiatives, prioritize tasks, and coordinate with the OCYF project team.
Track system defects and change requests.
Ensure processes meet program, state, and federal compliance standards.
Provide regular project status reports.
Address data quality needs and support federal compliance.
Review user requirements and support testing, deployment, and end-user support.
Ensure compliance with standards and procedures.
Track progress against schedules and scope.
Identify and address issues proactively.
Build relationships with stakeholders and customer representatives.
Support business operations and resolve technical issues.
Investigate and resolve operational and software issues.
Communicate effectively with stakeholders and suppliers.
Maintain relationships with county agencies, Department staff, and contractors.
Use Microsoft Office Suite, TFS, Azure, and MTM for documentation and project management.
Conduct meetings and develop presentations.
Respond to inquiries from media, stakeholders, and federal agencies.
Work effectively in a team environment.
Travel as needed.
Skills and Experience Requirements
Knowledge of data processing and analysis.
7+ years of experience in business analysis processes and techniques.
Understanding of the software development lifecycle, focusing on user requirements and UAT.
Excellent communication skills, capable of explaining complex concepts to non-technical audiences.
Good interpersonal skills and ability to work with diverse groups.
Flexibility and willingness to learn new processes.
Fluency in English, with clear verbal and written communication.
Ability to establish and maintain effective working relationships.
Preferred: 2 years of experience in Child Welfare or Human Services.
Highly desirable: IIBA certification.
Work Location / Telework Policy:
The candidate must report to the office at least once per month. The specific in-office days may vary based on operational needs and candidate preference. This requirement is subject to change based on operational guidance or performance considerations.
