Federal Programs NAVFAC Project Director
WSP is currently initiating a search for a Federal Programs NAVFAC Project Director with the potential to work out of our office in Tacoma, WA or Seattle, WA.
In this position, you will be involved in projects with our Federal Programs Team and be a part of a growing organization that meets our clients’ objectives and solves their challenges.
The Federal Programs NAVFAC Project Director will primarily focus on executing AE services under Federal contracts, while also driving the growth of the Federal Team’s NAVFAC Program primarily in the Northwest U.S., Southwest U.S., Pacific regions, and other Federal client programs. This includes delivering engineering, architecture, planning, environmental engineering and program management services, and strengthening relationships to create new business opportunities.
The position will work with operations and delivery leaders across all sectors, and with regional and national leadership, to position WSP as the preferred and trusted choice for clients and employees.
Your Impact
- Ensures adherence to Safety, Health, Environment, & Quality (SHEQ) requirements for all projects in their portfolio and aligned Project Managers.
- Collaborates with the WSP Federal Programs District Lead for Business Plan Forecast, ensuring accurate project ETCs.
- Ensures compliance with all Quality policies, procedures, protocols, work instructions, and proper use of mandated project tools.
- Reviews and approves proposal/project contract documents, risk assessments, and pricing.
- Drives the delivery of budgeted Net Revenue for a portfolio of projects, enhancing results through change management, cash management, and high‑quality services.
- Reviews and approves Project Risk Register/Mitigation Plan, Project Execution Plan, and Project Quality Plan.
- Conducts Monthly Project Reviews on all projects, publishing the report with critical issues and actions.
- Attends internal WSP Administrative Project Reviews to discuss portfolio projects.
- Verifies accuracy of Project Estimate at Completion and addresses variances with PMs.
- Monitors accounts receivable and unbilled revenue, working with PMs to resolve issues.
- Ensures adherence to the Contracts Quality Plan, client satisfaction reviews, and QC audits.
- Ensures PMs work with Operational/Group/Design Leaders to assign appropriate staff.
- Manages, coaches, and develops skills for aligned PMs.
- Provides technical guidance to lead teams on projects or programs.
- Manages resource loading and oversees talent engagement for PMs.
- Supports PM career development through WSP Project Manager Training tools.
- Guides multidisciplinary teams in making informed technical decisions.
- Fosters innovation and technical excellence within teams.
- Negotiates with vendors and manages stakeholder pricing.
- Identifies process improvement opportunities and coordinates implementation.
- Ensures succession plans for key roles and recommends hiring or terminations of PMs.
- Approves time and expense for aligned PMs.
- Assists PMs and Client Account Sponsors, Leads, or Managers with client management and satisfaction.
- Collaborates with other WSP sectors, regions, and national leadership with a ‘one‑WSP’ delivery mindset.
- Direct Reports: Project Managers (eventually 4 to 5 or more). May serve as Senior PM on some projects.

- SHEQ performance of projects in their portfolio.
- Net Revenue delivery relative to contracted Net Revenue of the portfolio.
- Client management and satisfaction.
- Aligned PM performance.
- Operational governance, process adherence, and quality.
- Collaboration and workshare with other WSP sectors and regions to support projects with the best talent.
Who You Are
Required Qualifications
- Bachelor’s degree in Civil Engineering, Planning, Architecture or related field.
- Minimum 15+ years of successful experience proposing, negotiating fee proposals, and delivering AE planning, design, and construction‑phase oversight services under U.S. Department of Defense IDIQ contracts (preferably NAVFAC IDIQs).
- 7+ years' experience managing multidisciplinary engineering/architectural teams.
- Professional registration as a U.S. licensed Architect or Engineer.
- Ability to obtain a U.S. Government‑issued Secret level Security Clearance.
- Strong knowledge of Navy clients, U.S. contracting industry, Federal budgeting, and business drivers.
- Experience leading strategy and marketing for Federal acquisitions, working cross‑functionally with diverse stakeholders, and executing business‑growth strategies.
- Excellent knowledge of servicing client needs and effective program planning and execution.
- Track record of managing large and complex opportunities and pursuits, as well as smaller task orders.
- Strong business development skills with focus on win strategies and differentiators to support Client Account Sponsors, Leads, or Managers.
- Strong negotiation skills.
- Proven ability to communicate under limited time constraints.
- Relocation assistance is not available for this position.
Preferred Qualifications
- Active U.S. Government‑issued Secret level Security Clearance.

Compensation
Expected Salary (all locations): $182,900 – $275,500.
