Description


Responsibilities



  • Leads and develops a high-performing HR Operations team, providing coaching, mentorship, and ongoing professional development.

  • Provides oversight and governance for all HR functions to ensure alignment with organizational strategy, regulatory requirements, and operational standards.

  • Partners with Employee Relations, Talent Acquisition, Total Rewards, and Organizational Development to ensure alignment across HR functions.

  • Serves as a strategic advisor to senior leadership on workforce compliance, operational efficiency, and risk mitigation.

  • Develops and manages budgets related to HR operations and compliance initiatives.


HR Operations & Process Excellence



  • Leads continuous improvement initiatives to streamline HR processes, reduce administrative burden, and enhance the employee experience.

  • Oversees data integrity, reporting, and analytics for HR operational functions.

  • Collaborates with HRIS and IT to optimize systems, workflows, and reporting tools.

  • Manages vendor relationships related to HR operations functions (leave administration, WC, service center tools, etc.).

  • Provides strategic direction and operational oversight for the HR Service Center, ensuring timely, accurate, and high-quality service delivery to employees and managers.

  • Optimizes service workflows, case management practices, and service-level metrics.

  • Implements technology enhancements and knowledge management tools to improve HR accessibility and efficiency.

  • Ensures consistent interpretation and administration of HR policies across the organization.


HR Compliance and Regulatory Oversight



  • Serves as the primary HR compliance leader ensuring alignment with all applicable federal, state, and local employment laws.

  • Maintains readiness and ensures compliance with external regulatory bodies including MSDE, Joint Commission, CARF, and the Office of Health Care Quality (OHCQ).

  • Oversees HR participation in audits, surveys, and accreditation activities.

  • Develops, implements, and monitors HR policies, processes, and documentation that meet regulatory standards.

  • Identifies compliance risks and leads corrective actionraises or improvement plans.

  • Partners with Legal, Risk, and Operations leaders to mitigate workforce-related compliance issues.


Leave Management



  • Oversees administration of all leave programs including FMLA, ADA/reasonable accommodations, paid leave, unpaid leave, and organizational leave policies.

  • Ensures accurate leave tracking, compliance with legal requirements, and effective return-to-work processes.

  • Monitors program trends, escalations, and operational impacts; recommends program improvements.

  • Leads the organization’s workers’ compensation program including claim management, reporting, and coordination with insurance partners.

  • Partners with occupational health services to support safe return-to-work processes expressive injury prevention initiatives, and employee health requirements.
