The Lead Financial Management Specialist serves as a key liaison between Early Learning Programs and the Child Care Services (CCS) program, oversees and coordinates all activities related to child care provider payments, claims processing, accounts payable functions, and financial compliance. This role ensures timely, accurate reimbursement to providers and parents while supporting staff, maintaining data integrity, and facilitating high quality customer service.
Manage an assigned Early Learning Program caseload, ensuring timely follow up and accurate payment to providers.
Research, resolve, and re-bill payment discrepancies to prevent delays in payment.
Provides technical assistance to providers regarding claim completion, processing and payment timeliness.
Assist with preparing responses for Quality monitoring activities.
Compiles recoupment letters, notify ELP’s of amounts owed and maintain all collection files.
Oversees accurate data entry into the child care automated system.
Prepare and submit monthly, quarterly, and annual financial reports as required.
Provide onboarding training for new staff and deliver refresher training for existing staff as needed.
Collaborate with the Program Support Supervisor to ensure delivery meets program standards.
Assist the Program Manager with oversight that all fiscal processes are implemented, performed, and maintained according to CCS policies and procedures.
Work closely with individual team members to provide guidance on performance. Focusing on both productivity and accuracy in work processing.
Assist with reports and other related duties as assigned.
Bachelor’s degree from an accredited institution and at least one (1) year of full-time experience in child development, childcare programs, customer service, or social work.
One (1) year experience as a Program Support Specialist OR High School Diploma or equivalent and at least three (3) years of experience in a CCS support position.

Ability to deal with conflict effectively and to manage difficult situations confidently and calmly
Demonstrated ability to be flexible, resilient and adaptable to changing priorities;

Must be legally authorized to work in US/TX.
