Brief Job Description The Contract Specialist IV performs advanced contract procurement, development, and management duties from initial conceptualization to contract execution and closeout, while adhering to contract compliance policies and procedures. Work involves coordinating with various departments such as Intellectual and Developmental Disability (IDD) Program Services teams, Procurement and Contracting Services (PCS), legal, other HHSC staff and external stakeholders. The position also manages invoicing processes for certain contracts, performs data analysis, tracks contract expenditures and productivity, and monitors compliance, service provision, and other programmatic requirements. The role may serve as a subject‑matter expert in assigned workgroups and other contract activities, requires minimal supervision, and uses independent judgment for contracting tasks.
Essential Job Functions (EJFs)
Coordinate invoicing processes for CMU contracts, including tracking receipt, reviewing invoices, negotiating corrections, and ensuring prompt payment (30%)
Manage IDD Services’ contracts through execution to closeout, including renewals, amendments, risk assessment, performance monitoring, and contractor communication (25%)
Develop contracts from conceptualization to execution, leading procurement projects, liaising with PCS, and ensuring adherence to timelines (25%)
Communicate with HHSC staff, stakeholders, and partners (10%)
Develop and maintain contract compliance policies, procedures, standards, and manuals (5%)
Perform other duties, workgroups, special projects, and administrative tasks as assigned (5%)
Knowledge, Skills and Abilities (KSAs)
Knowledge of state and federal laws, regulations, policies, and requirements pertaining to IDD services and contract management
Knowledge of business processes, process improvement, and contract management/administration systems
Knowledge of state government organization, administration, management, and operating practices

Knowledge of computer software applications
