Overview

NOTE TO INTERNAL APPLICANTS: INTERNAL CANDIDATES IN THE SAME CLASSIFICATION AND/OR PAY GRADE AS THE POSITION POSTED WILL NOT RECEIVE A PAY ADJUSTMENT IF SELECTED. Under direction, the purpose of the position is to provide a variety of routine and specialized clerical and technical functions for the Section 8 Housing Program. Employees in this classification function at journey level to determine the eligibility, continued eligibility, maintenance of files, determination of proper rent, rent increases, and compliance with HUD policies and procedures. The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.

Responsibilities

Establishes initial interview with tenants holding portable vouchers. Disseminates information to tenants regarding their rights and responsibilities, the availability of units, Osceola County-specific requirements, and all other pertinent information. Conducts annual re-examination to include sending out re-certification letters, making and logging appointments, interviewing clients, verifying income, calculating rent and utility allowances, mailing required notices, processing payment documents and changes, and processing transfers for occupancy. Confers with client employers, organizations, and other agencies, to confirm client information. Brief voucher holders on housing availability, housing options, lease obligations, equal housing rights, and Section 8 requirements. Processes interim changes in tenant files, such as changes in AFDC/child support payments, employment, number of children, marriage, divorce, etc, and amends lease contract, when applicable, sends documentation as required. Coordinates tenant transfers. Performs data entry functions, enters tenant information, and updates files on the computer. Coordinates with the HQS Inspector to ensure that inspections are completed in a timely manner. Performs a variety of complex and specialized administrative functions, e.g., reviewing data, typing, report processing, and documentation verification. Receives inquiries and concerns, ascertaining the nature of the request, and resolving personally, directing to the appropriate department, or acting as a liaison to the appropriate individual. Generates various complex and specialized correspondence, memos, reports, or other relevant materials appropriate to the assigned department. Performs a variety of critical record-keeping duties. Attends meetings for the dissemination of information as required by the assigned supervisor. Performs duties as assigned/necessary related or logical in assignment to the position.

Education

High School Diploma or GED.

Experience

Two (2) years of housing, case management, file management, and/or housing leasing experience; or a combination of similar multi-level administrative experience and education

Miscellaneous

Must possess and maintain a valid Florida Driver’s License. Knowledge of the general operations and procedures of a Public Housing Agency (PHA); Knowledge of the purposes, policies, and regulations of the Housing Authority as established by the Board of County Commissioners, as set forth by HUD regulations; Knowledge of requirements, rules, and regulations for HAP; Ability to understand, follow and supervise written and oral instructions; Ability to communicate effectively verbally and in writing; Skill in establishing and maintaining effective working relations with all levels of management, employees, other departments, officials, and the general public; skill in the principles and techniques of customer service skills; Skill in preparing complex correspondence, summaries, and reports in a clear and concise manner; skill in business English, e.g., correspondence formats, spelling, punctuation, and grammar; Ability to access, operate and maintain various software applications; Ability to operate basic office equipment e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines; Skill in reading, updating, and maintaining various records and files; skill in complex administrative support functions, e.g., records maintenance, data analysis, reports processing, documentation proofing.

Physical Demand Requirements

Physical Demand: Light 20 pounds maximum lifting. Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs. If less lifting involved will require significant walking/standing may be required. If mostly sitting is involved will require push/pull on arm or leg controls. Expressing or exchanging ideas by spoken word or perceiving sound by ear. Good eye sight for production or safety of self and others. Physical agility is required in kneeling, bending, stooping, and reaching. Required to have clear vision at distances of 20 inches or less.
