Visitors can access workshops, a computer lab, and personalized employment counseling. We offer on- and off-site training programs and specialized services for veterans and older adults, collaborating with community organizations, government agencies, colleges, schools, unions, and employers of all sizes. We are seeking an enthusiastic and service-oriented
Employment Specialist III
to join our team. Under the direction of the Senior Workforce Development Specialist, the Employment Specialist III will provide career counseling, case management, and job development services to ensure quality long-term placements in unsubsidized employment leading to self-sufficiency. The position is primarily based at PACE's main office in downtown LA with rotational shifts at the Downtown Central Public Library Portal as required. POSITION RESPONSIBILITIES
As a key representative at the Downtown/Pico-Union WorkSource Center, the Employment Specialist III provides initial assistance to job seekers and business customers. This includes implementing the WIOA funded program, directing customers, overseeing services at the JRC/self-service level, interacting with the public, and providing customer service by phone, email, and in person. The role also involves preparing correspondence, reports, records, and other paperwork, and maintaining program databases and recordkeeping files to meet goals and standards. POSITION DUTIES
Meet with each assigned customer, review progress from intake through job placement, exit, and post-exit 12-month follow-up. Enroll a minimum of 35% of customers per year. Maintain documentation of all contacts and progress notes in electronic and paper files and submit to MIS within 3–5 days of activity. Provide assessments including testing and evaluation of educational attainments, occupational/transferable skills, customer interests, aptitudes, and vocational potential. Maintain documentation and submit to MIS within 3–5 days of activity. Provide career guidance to determine whether more intensive services are required to obtain employment. Develop and retain an Individual Employment Plan (IEP) for each Adult and Dislocated Worker enrolled in intensive services. Submit the signature page to MIS within 3–5 days of activity; enter into CalJOBS and update as needed. Provide staff-assisted workshops, including job search skills preparation and job club activities. Make follow-up services available and monitor retention and progress for not less than twelve (12) months after the first day of unsubsidized employment. Document follow-up services and progress in MIS within 3–5 days of activity. Inform and arrange for supportive services to enable participation in WIOA activities, subject to resource availability. Provide access to job readiness preparation, individual/group counseling, career planning, out-of-area job search, relocation assistance, short-term prevocational services, work experience, and internships for all job seekers. Assess and provide access to Training Services (On-the-Job Training and Individual Training Accounts) for enrolled customers who have received at least one intensive service and are unable to obtain or retain employment through such services. Document all training services and progress in MIS within 3–5 days of activity. Work with businesses to determine details in OJT contracts (training duration, outline, and reimbursement percentage). Provide orientation to all OJT work site supervisors and maintain an approved work site training agreement. Collaborate with the OJT supervisor to conduct and document monthly on-site monitoring. Conduct business outreach, recruitment, and job interview preparation; maintain documentation in electronic and paper files and submit to MIS within 3–5 days of activity. Use the Center’s electronic system to maintain complete job orders and match job-ready customers with jobs; obtain feedback on referrals and verify employment. Coordinate with other program activities to ensure timely placement of customers upon program completion. Submit placements to MIS within 3–5 days of activity. Provide job search and placement support to a minimum of 70% of work-ready customers per year through group or one-to-one sessions. Refer customers to employment opportunities and assist with testing and background checks as needed. Enter/update customer information into CalJOBS. Maintain contact with businesses to gather labor market information, current job openings, and related occupational codes (DOT/NAICS). Provide labor market information and job placement support using CalJOBS and other references. Document all job seekers’ information and maintain up-to-date records of job openings; share job orders and job seekers with other WorkSource Centers to optimize referrals. Refer the most qualified candidates to businesses from the entire WorkSource system and refer unregistered Universal Access customers if they are the most qualified. Assist in meeting agency performance goals by scheduling events and recruitments; maintain electronic Case Notes in CalJOBS daily. Perform other duties as assigned and be cross-trained for various roles at the WorkSource Center. Assist with outreach to job seekers and businesses by attending job fairs and community events. Maintain confidentiality and comply with all program requirements. QUALIFICATIONS
Minimum of a High School Diploma (or GED). Associate’s or Bachelor’s Degree preferred. Equivalent work experience considered. At least 2 years of experience in vocational counseling, case management, or sales & marketing. Workforce program experience is highly desirable. Some supervision experience preferred. Professional experience in social services programs is strongly preferred. Excellent interpersonal skills, ability to work with diverse populations, and strong in-person and over-the-phone service delivery. Ability to manage a caseload effectively, meet performance standards, and balance trainings and meetings. Strong job development and placement skills. Excellent customer service and communication skills; proficient in Windows and Microsoft Office. Strong organizational and time-management abilities. Bilingual skills preferred. Available to work evening and weekend hours as needed. OTHER REQUIREMENTS
Must pass a employment and professional reference check. Must possess a driver’s license and access to a vehicle with adequate insurance for local travel as needed.
