Pacific Asian Consortium in Employment PACE was originally formed in 1975 to serve the employment needs of Los Angeles’ growing AAPI refugee community. With an initial grant from the City of Los Angeles, PACE offered job training and placement services, eventually broadening our job creation programs into the San Gabriel Valley and South Bay area. Overtime, we realized that the most fundamental needs of our communities couldn’t be adequately addressed through job training and employment services alone. We decided to expand our services to better address the issues of poverty and inequality faced by Angelenos across all ethnic and racial groups. Downtown/Pico Union WorkSource Center

provides comprehensive services for job seekers and employers, including counseling, training, and supportive services. Visitors to the center can access workshops, a computer lab, and personalized employment counseling. We also offer on- and off-site training programs and specialized services for veterans and older adults, collaborating with community-based organizations, government agencies, colleges, schools, unions, and employers of all sizes. We are looking for an enthusiastic and service-oriented

EMPLOYMENT SPECIALIST III

to join our team. Under the direction of the Senior Workforce Development Specialist of the Downtown/Pico-Union WorkSource Center, the Employment Specialist III (also referred to as Workforce Development Specialist III) will be responsible for providing career/job focused counseling, case management, and job development services to meet customer needs and ensure quality long-term unsubsidized employment placements leading to self-sufficiency. Position is mainly based at PACE's main office in downtown LA with rotational shifts at the Downtown Central Public Library Portal as required. Position Responsibilities

Provide initial assistance to job seekers and business customers as a key representative at the Downtown/Pico-Union WorkSource Center. Perform duties related to the implementation of the WIOA funded program, including directing customers, overseeing services at the JRC/self-service level, customer service by phone, email and in person, and preparing correspondence, reports, records, and other paperwork. Ensure program databases and recordkeeping files are in order to meet goals and standards. Position Duties

Meet with each assigned customer and review progress from intake through job placement, exit, and post-exit 12-month follow-up. Enroll a minimum of 35% of customers per year. Document all contact and progress reports in electronic and paper files and submit to MIS within 3-5 days of activity. Provide assessments including testing and evaluation of educational attainment, skills, interests, aptitudes, and vocational potential for each customer. Document results and submit to MIS within 3-5 days. Provide career guidance to determine the need for more intensive services. Develop, manage, and retain an Individual Employment Plan (IEP) for each Adult and Dislocated Worker enrolled in intensive services; submit signature page to MIS within 3-5 days; enter into CalJOBS and update as needed. Additional Duties

Provide staff-assisted workshops including job search skills and job club activities. Make follow-up services available and monitor retention and progress for at least twelve (12) months after first day of unsubsidized employment. Submit documentation to MIS within 3-5 days of activity. Inform and provide or arrange supportive services for eligible job seekers, subject to resource availability. Provide access to job readiness preparation, counseling, career planning, out-of-area job search, relocation assistance, prevocational services, work experience, and internships. Assess and provide access to Training Services (OJT & ITAs) for enrolled customers who have received at least one intensive service and cannot obtain employment through such services. Document training services and progress in MIS within 3-5 days. Work with businesses to determine OJT contract details and provide orientation to work site supervisors. Maintain a City/Grantor approved work site training agreement. Coordinate monthly on-site monitoring with the OJT supervisor. Conduct outreach and recruitment, referrals, resume preparation, and job applications. Maintain documentation in customer files and submit to MIS within 3-5 days. Use the center’s electronic system to maintain job orders, match job-ready customers with jobs, obtain feedback on referrals, verify employment, and optimize job holding usage. Coordinate with other program activities to ensure timely placement upon program completion. Submit placements to MIS within 3-5 days. Provide job search and successful placements to at least 70% of job-ready customers per year; refer customers to opportunities and assist with testing and background checks as requested. Enter/update customer and job seeker information into CalJOBS. Maintain regular contact with businesses to gather labor market demand, current openings, and DOT/NAICS codes. Provide occupational information and labor market information using CalJOBS and other resources. Document all job seeker information and maintain current records of job openings; share job orders and job seekers with other WorkSource Centers to optimize referrals. Refer the most qualified candidates to businesses across the WorkSource system and refer unregistered Universal Access customers if most qualified. Assist in meeting agency performance goals by scheduling events and recruitments; maintain electronic Case Notes in CalJOBS daily. Handle other duties as assigned and participate in outreach at job fairs and community events. Qualifications

Minimum of a High School Diploma (or GED). Associate’s or Bachelor’s preferred. Equivalent work experience considered. At least 2 years in vocational counseling, case management, or sales & marketing; workforce program experience is highly desirable; some supervision experience desirable. Professional experience in social services programs is strongly preferred. Excellent interpersonal skills, ability to work with diverse populations in-person and over the phone. Ability to manage a caseload and time for trainings and meetings; strong job development and placement skills. Strong organizational skills; proficient in Windows and Microsoft Office; excellent written and verbal communication; good time management. Ability to work evenings and weekends as needed. Other Requirements

Must pass employment and professional reference checks. Must possess a driver’s license and use of an automobile with adequate insurance; local travel may be required. COVID vaccination required; two-dose Pfizer/Moderna or single-dose Johnson & Johnson; exemptions available for medical or religious reasons.
