As a Senior Subcontracts Specialist you will support Prime Contracts by managing subcontractor activity of moderate dollar value and complexity with limited oversight. The role is performed 3 days per week in office at Reston, VA.

Responsibilities

Acts as primary interface between subcontractors and Precise for all contractual related issues.

Interacts with Program Management, Contracts, Project Finance, Accounting, Business Development, and Precise Customers.

Attends and serves as the subcontract representative at program and project meetings.

Creates moderate to high‑complexity RFP solicitations in accordance with government and Precise requirements.

Evaluates subcontractor proposals and conducts price and cost analyses.

Leads negotiation of pricing and terms with subcontractors.

Issues and administers subcontracts of all contract types, including identification and inclusion of flow‑down requirements from the Prime Contract.

Maintains and updates subcontractor file documentation for internal and external audits.

Identifies and resolves moderate to high level issues and problems on assigned subcontracts.

Performs subcontract close‑out activities.

Negotiates non‑disclosure agreements (NDAs) and teaming agreements.

Supports moderate complexity and value Precise proposal activity.

May assist with internal review of procurement files.

Serves as a mentor for less experienced staff.

Required Education

BA/BS with 8+ years of relevant progressive experience or MS with 6+ years of relevant progressive experience.

Additional years of relevant experience may substitute for a degree.

Required Experience

Comprehensive knowledge of the FAR, DFARS, and the government acquisition process.

Advanced knowledge of procurement, business principles, contract law, finance, and accounting.

Advanced interpersonal, oral, and written communication skills.

Proficiency with MS Office.

Ability to multi‑task and meet tight deadlines.

Motivated self‑starter capable of working independently and as part of a team in a dynamic environment.

Attention to detail, problem‑solving, and strong time‑management skills.

Ability to handle multiple high‑visibility critical tasks simultaneously.

Desired Experience

Experience with the materials module of Deltek Costpoint.

Experience with Coupa or other e‑procurement systems (Jaggaer, iValua, etc.).

Experience managing procurements from cradle to grave.

Experience working in a DCMA‑approved purchasing system environment.
