Summary This Entry Level Contracts Administrator provides pre-award, post-award, and operational support to Chenega Corporation Security Strategic Business Unit (SSBU) projects under one or more subsidiaries. The Administrator works under the supervision and guidance of the Contracts Manager. Supports smaller to mid-range projects of a mostly Fixed Price nature. This position is hybrid, two days a week in our Chantilly, VA office.

Responsibilities

Pre-Award

Provide contracts administration support to Federal, State, and commercial proposal submissions.

Draft, and under the supervision of the Contracts Manager and General Counsel, negotiate Non-Disclosure Agreements and Teaming Agreements for opportunities.

Review Request for Proposals (RFPs), Request for Quotes (RFQs), and other solicitations for pertinent FAR and client requirements that may impact operations or project implementation, due dates, Representations & Certifications (Section K), and submission requirements. Inform Contracts Manager of identified items and advise the BD team on those items.

Circulate RFTOPs within the internal IDIQ management team.

Manage filing and organization of solicitation documents in SharePoint.

Assist with the drafting of Questions & Answers (Q&A) for solicitations, if allowed.

Coordinate support of Business Services Team through the Support Center.

Submit Q&A and final proposal (Technical and Business) to client.

Represent the organization to clients and partners.

Draft and administer subcontractor or partner RFPs or RFQs.

Coordinate review and approval of partner proposals amongst internal team members.

Post-Award

Manage assigned contracts, and associated subcontracts, for program managers and corporate staff.

Support kickoff and closeout of Awards.

Review and respond to contract modifications, secure internal review and signatures.

Draft and submit Requests for Equitable Adjustments (REAs) and Requests for Equitable Pricing Adjustments (REPAs) using provided guidance and templates.

Under the supervision of the Contracts Manager, communicate on behalf of the organization with the client/customer.

Maintain accurate and complete contract files and database entries for Awards.

Work with the Contracts Manager to advise project teams and SSBU staff on solutions to implementation challenges and answer questions regarding Federal regulations and contract requirements.

Type and design general correspondences, memos, charts, tables, and business plans.

Operational Support

Work across teams to provide solutions and recommendations, including Operations, Finance, Procurement, and Senior Management.

Provide coverage for colleagues’ portfolios during an absence or PTO.

Support Contracts Manager with special projects as assigned.

Handle confidential and non-routine information.

Organize and prioritize large volumes of information.

Other duties as assigned.

Qualifications

BS/BA degree in business related field. Experience may be substituted for formal education.

0-2 years of experience in the project/contract administration field; background working within a government contractor preferred.

Substitution of additional relevant education and/or experience for stated qualifications may be considered.

Must possess and maintain a valid state driver’s license.

Must be able to work flexible hours to include weekends and holidays if needed.

Must be eligible to obtain and maintain a DoD Secret clearance.

Knowledge, Skills And Abilities

Effective oral and written communication skills.

Ability to organize and prioritize work.

Ability to make recommendations to effectively resolve problems or issues, by using judgment consistent with standards, practices, policies, procedures, regulation, or government law.

Skill in operating a personal computer and standard office equipment.

Proficiency in various software applications, including MS Word, Excel, Access, PowerPoint, and Outlook.

Ability to provide varied technical and administrative expertise; use initiative and sound judgment within established guidelines; organize, coordinate, and prioritize assignments with varying deadlines; work effectively under pressure; handle confidential and sensitive assignments; maintain confidential records and files.
