Proposal Manager

to join our dynamic

Marketing and Proposal Team . This position reports to the

Proposal Director

and is responsible for supporting projects concerning

water and energy utilities . Working collaboratively with market leaders, program directors, project managers, technical SMEs, and other department resources, the proposal manager will manage the development of cohesive proposals, including maintaining schedules, organizing resources, coordinating assignments and reviews, implementing win strategy, ensuring compliance, resolving internal team issues, and providing process leadership for prime pursuits. We are unable to provide visa sponsorship for this position. Applicants must already possess work authorization in the country where the job is located. What You Will Do

Lead proposal process through analyzing and outlining solicitation documents, developing pursuit schedules, coordinating technical solution and content development, and engaging creative resource support. Develop draft proposal documents and lead color review meetings. Ensure established quality assurance/quality processes are followed. Participate in or attend pursuit pre‑RFP meetings. Maintain opportunity, project, and staff data in the firm ERP database. Coordinate shortlist interview preparation with marketing manager and creative team. Coordinate technical writing assignments with subject matter leadership team. Perform cross‑market compliant QA/QC reviews. Identify and support creation of reusable content. Research ERP data for experience, teaming, and client history to use in proposals. Participate in capture planning to develop proposal solutions and win themes. Support proposal process improvement through internal lessons learned and client debriefs. Actively mentor proposal coordinators and interns. Active participation/leadership in industry trade organizations (APMP, SMPS) is a plus. What You Will Bring

BA/BS in a relevant field and 5–8 years of technical/AEC industry experience, or 12+ years of relevant AEC experience. Previous proposal experience involving water, wastewater, stormwater, sanitary sewers, or other related services is highly preferred. Strong interpersonal, verbal, and written communication skills with the ability to work in a team environment, positively influence others, and develop strong internal and external relationships. Strong attention to detail and ability to prioritize multiple deadlines. Proficiency with Microsoft Office, InDesign, and Adobe Acrobat. Excellent problem‑solving, time‑management, organizational, and record‑keeping skills. Thrives in a fast‑paced, highly driven environment and can adapt quickly to changing conditions and priorities.
