Overview

This position is within OCPS District Police-Communications and Records Unit (CRU). CRU serves as a critical communications resource and is responsible for coordinating district-wide police, public safety-related communications and the administration of law enforcement records. CRU’s Communications Center is operational 24 hours a day, 7 days a week throughout the entire year. The CRU Communication Specialist I will have one (1) year to be certified by the State of Florida’s Department of Health as 911 Public Safety Telecommunicators. Incumbents will be responsible for monitoring a range of enterprise-level security applications, systems and technologies, and coordinating a response to observed security-related incidents.

Responsibilities

Respond to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.

Answer incoming radio and telephone calls with assistance from the Communication Specialist, Senior as needed; determine nature and location of calls; assess scope and extent of the response necessary; dispatch appropriate field units; coordinate with external agencies and district business units and request supplemental assistance as necessary.

Assist in handling the security channel.

Coordinate appropriate response to all emergency situations with guidance from the Communication Specialist, Senior; guide students, faculty and staff in handling incidents until arrival of emergency services; calm and reassure callers and provide responding units with pertinent information.

Assist in providing a communications crosswalk between agencies and internal business units to ensure proper deployment of resources; coordinate event and incident resource requirements with responders; ensure accurate and timely notifications to department and district leadership.

Maintain regular communications with department field units and support their activities as required; continuously monitor status of department field personnel to ensure their safety; update department leadership on emerging events and incidents.

Enter, retrieve, and compile data from databases; utilize NCIC, FCIC and related systems to support field-based inquiries.

Distribute teletypes generated by criminal justice information systems including safety issues, nearby crimes, warrants and related information.

Operate computer-aided dispatch (CAD) software; input calls and information, ensure correct coding, query for information, and track events.

Use mapping software to support field units; develop basic knowledge of the district’s geographical operating area to inform decisions and resource coordination.

Assist in maintenance and updates of police records; complete recordkeeping functions and ensure accuracy and availability for internal use and public dissemination as approved.

Monitor fire safety, life safety and security systems to identify emerging risks; take appropriate action and report events.

Communicate with third-party fire and security alarm monitoring centers regarding activations; take actions to protect district facilities, personnel and resources.

Assist in securing sites using electronic security systems to grant access to emergency responders per procedures.

Monitor weather conditions and advanced weather warning systems; notify as circumstances demand.

Maintain awareness of district events and operations, school locations, and district facilities; support after-school activities and special events.

Routinely maintain situational awareness of county-wide events that may disrupt operations; provide notifications as needed.

Preserve physical security of the Communications Center; ensure compliance with CJIS security procedures; report violations to leadership.

Follow policies related to collection, use, security and distribution of law enforcement sensitive information.

Participate in shift briefings, unit meetings and other department activities as requested or required.

Special Note

Incumbent will be assigned to shifts as part of job function. Shift assignments may be modified based on department and district requirements. Communication Specialist I shall also be subject to overtime and may be required to work during holidays and outside regular hours. This position is considered essential personnel to be held over or called back as needed.

Marginal Functions

Tasks may be performed by other unit members; performs other related duties as assigned.

Minimum Training And Experience

Associates degree from an accredited college or university with emphasis in a field relevant to the position and one (1) year of experience in customer service or a telecommunications center; or any equivalent combination of related education, training and/or experience which provides the required knowledge, skills and abilities. Must achieve all mandatory certifications (Department of Health, CJIS, etc.) within the specified timeframes.

Must complete training and pass the Florida State test to obtain the State of Florida Department of Health 911 Public Safety Telecommunicator certification within one year of employment; must maintain certification (recertification every 2 years) throughout employment.

Completion of FCIC and NCIC Level 2 User certification training, with a passing score on the final examination within six months of employment; must maintain certification (recertification every 2 years).

Must successfully pass a comprehensive background assessment required by FDLE and department standards.

Performance Aptitudes Data Utilization – evaluate, audit, deduce and assess data using established criteria; analyze information and determine implications.

Human Interaction – provide guidance and communication under policies; interact with individuals under stress or duress.

Equipment, Machinery, Tools, and Materials Utilization – operate complex radio and monitoring equipment, computers and communications media.

Verbal Aptitude – communicate clearly with diverse populations, often under pressure.

Mathematical Aptitude – perform basic arithmetic operations as needed.

Functional Reasoning – apply principles to problem resolution and make independent judgments in routine to semi-routine work; capable of critical decisions in hazardous or stressful situations.

Situational Reasoning – assess information against criteria and maintain situational awareness for emerging issues.

Typing – minimum 25 words per minute, error-free under stress.

ADA Compliance

Physical Ability: Generally sedentary to light work with possible lifting or carrying of light objects; shift work and on-call requirements. Sensory Requirements: Visual, auditory and communicative capabilities as needed. Environmental Factors: Typically non-extreme environments but may include field assignments.
